Turkey Adli Sicil Kaydı in English: When Is a Separate Certified Translation Needed?

Turkey Adli Sicil Kaydı in English: When Is a Separate Certified Translation Needed?

Turkey’s Adli Sicil Kaydı is its criminal-record document. If you need a Turkey police clearance certificate for an overseas visa, immigration case, job, licence or school application, you may be able to request an official foreign-language version instead of commissioning a separate translation. The key question is whether the receiving authority accepts that exact version, record scope and format.

For one city-level example of the application context, see our Antalya guide. This article focuses on the national boundary between Turkey’s official foreign-language result and a separately certified translation.

Key takeaways

  • The Ministry of Justice reports that its system can issue the Adli Sicil query result in 51 foreign languages. The official version may save a translation step if the recipient accepts it.
  • The Ministry-issued foreign-language result is official, but it does not automatically include an independent translator’s certification statement in the form every overseas recipient may require.
  • Check the required record scope before choosing a language. For U.S. immigrant-visa cases, the Department of State specifies an Arşiv Kayıtlı Adli Sicil Kaydı covering current and archived records.
  • An apostille is a separate authentication step. It does not translate the document or determine whether the recipient will accept the official foreign-language version.

Who this guide is for

This guide covers Turkey at the country level and is for Turkish citizens applying abroad and former foreign residents who need a Turkish criminal-record document for an overseas background check, visa, immigration case, job, licence or school application. It is particularly useful if you are deciding between a Turkish-language record, an official English, German or French version, and an independently certified translation. These are common language directions in the materials applicants encounter, not a verified ranking of current demand.

A typical file may contain an e-Devlet Adli Sicil Kaydı or Arşiv Kayıtlı version, the original barcode-verifiable PDF, a passport or name-change document if identity details differ, and an e-Apostille only if the destination asks for authentication. The common sticking point is not simply finding a readable language: it is obtaining the correct record scope and satisfying the recipient’s rules for translation and delivery.

Can I get a Turkey Adli Sicil Kaydı in English?

Yes. The Ministry of Justice describes the output as a criminal-record query result translated into a foreign language. Its overseas application guidance lists 51 language options, including English, German and French. The Ministry announced the expansion to 51 languages on 14 September 2026.

This is an official document issued through Turkey’s criminal-record system. It is not a globally standardized multilingual civil-status extract, and its official status does not decide what a foreign agency means by a certified, sworn or accredited translation. An official English version may answer the recipient’s language need; it may not answer a separate requirement for an independent translator’s accuracy and competence statement.

If the recipient accepts the complete official version and every relevant part is in the required language, a duplicate translation may add no value. If Turkish text remains in a heading, note, stamp or verification instruction—or the recipient specifically requires an independent translator’s declaration—ask whether the official version meets that requirement. If it does not, have the relevant document translated in full, including seals and explanatory text.

Choose the record scope before ordering a translation

A counterintuitive but important point: the language can be right while the record is wrong for the application. The U.S. Department of State’s Turkey reciprocity page identifies the immigrant-visa police certificate as Arşiv Kayıtlı Adli Sicil Kaydı, including current and archived records. Canada’s Türkiye police-certificate instructions also identify the archive-recorded certificate and archived search.

A standard record that omits a required archive search is not fixed by translating it into English. Confirm the exact wording in the destination’s current instructions and request that record scope from the issuing system. Requirements differ by purpose, so do not assume that an employer, school, licensing body and immigration authority all want the same version or issue date.

When is a separate certified translation needed?

Recipient instruction or document condition Practical next step
The recipient accepts a Turkish-issued official version in the target language Submit the complete official version and its verification details. Do not order a duplicate translation unless another instruction calls for one.
The recipient requires a translator’s certification, accuracy statement or proof of competence Ask whether the Ministry-issued version satisfies that requirement. If not, arrange an independent translation with the exact statement and translator details requested.
Any part of the PDF remains in Turkish Check whether the recipient expects every word, stamp and note translated. If so, have the full document translated as instructed.
The requested language is unavailable or not accepted Confirm which language and source version the recipient will accept, then arrange a translation into that language.
The recipient asks for an apostille, paper original or particular upload format Treat that as a separate authentication or delivery requirement. Translation alone does not satisfy it.

For USCIS, 8 CFR § 103.2(b)(3) requires a full English translation of documents containing foreign-language text, with a translator’s certification that the translation is complete and accurate and that the translator is competent. The regulation does not specifically decide whether every fully English Adli Sicil issued by Turkey needs a second translation. If your PDF contains Turkish text, check the filing instructions and provide the translation they require; if the document is entirely in English, verify the requirement for your particular filing.

Canada’s police-certificate instructions require a certified translation when the document is not in English or French. A Turkish official version in English or French may address the language issue, but the recipient’s instructions still control the required record scope and acceptable document format.

In Turkey, yeminli tercüme means sworn translation and noter onaylı tercüme means notary-approved translation. Those local labels are not automatic substitutes for a destination authority’s definition of a certified or accredited translation. For a short explanation of the distinction, see certified versus notarized translation.

How to obtain and prepare the right file from Turkey

  1. Read the recipient’s checklist first. Confirm the document name, record scope, accepted language, issue-date limit and whether a barcode-verifiable electronic PDF is accepted.
  2. Use the application route that matches your status. The Ministry says Turkish citizens abroad may request the document through e-Devlet or a Turkish foreign representation. It directs foreigners who have been in Turkey and are applying from abroad to a Turkish foreign representation. Follow the relevant mission’s current instructions for appointments, identity documents and any postal process. For the broader eligibility route, see our guide for former foreign residents requesting a Turkish Adli Sicil.
  3. Select the required record scope and language. If the recipient names Arşiv Kayıtlı, do not rely on a standard record. Choose a foreign-language version only if the recipient accepts that language.
  4. Keep the original electronic file intact. Save the full PDF, including its verification information. Do not submit only a cropped screenshot. The e-Devlet document-verification service allows barcoded documents to be checked through the official portal.
  5. Handle translation and apostille as separate questions. If a translator’s statement is required, ask what details it must contain. If an apostille is required, check whether the receiving authority accepts e-Apostille and whether the destination is covered.
  6. Submit the requested items together. Include the source record and translation when the instructions call for both. Keep any written clarification from the recipient with your application in case the file is queried.

For the broader sequence of translation, notarization and apostille for overseas use, see our police-clearance document guide. It covers the general process; the receiving authority’s instructions still decide which steps apply to your Turkish record.

Turkey-specific timing, delivery and cost realities

Issuance and language options are governed nationally; the core rules do not change from one Turkish province to another. The practical route does change with the applicant’s status and access: eligible e-Devlet users can use the digital channel, while overseas requests through a Turkish representation follow that mission’s current process. The Ministry does not publish one appointment, mailing or turnaround schedule that applies to every consulate. Check the mission handling your request before making travel or filing plans.

The Department of State’s Turkey page describes e-Devlet requests as typically processed immediately and in-person criminal-record-office requests as generally completed the same day, subject to exceptions such as newly recorded convictions. These are channel-specific typical times reported for its visa context, not a guarantee for consular or postal requests. That page lists no fee for the certificate in that context. Translation prices are set by individual providers; there is no single national translation tariff to rely on.

If the recipient requests authentication, PTT’s e-Apostille FAQ lists a fee of 80 TRY including VAT for an Adli Sicil document, regardless of page count, at the time checked in October 2026. Recheck the fee and destination eligibility before paying. PTT says processing can vary with the document and authority workload, and the service is limited to Hague Convention member or contracting countries. An apostille authenticates the document for cross-border use; it does not translate it. See our Turkey e-Apostille versus paper apostille guide for that separate question.

Common failure points

  • Ordering translation before checking scope: A polished English translation of the wrong record type still fails a requirement for archived records.
  • Assuming official English means every element is English: Check headings, purpose fields, notes and verification instructions. Ask whether any Turkish text must also be translated.
  • Assuming an apostille replaces a translation: It does not. The recipient may ask for either, both or neither.
  • Assuming a Turkish notary stamp is always needed abroad: Some recipients ask for a translator’s statement without requiring notarization. Check before adding a notary step.
  • Sending a screenshot instead of the full PDF: A cropped image can omit the barcode or document details needed for verification.
  • Trying to fix a record error through translation: If a name, record scope or entry is wrong, contact the issuing authority about correction. A translator cannot amend a government record.

If you are considering self-translation or machine translation, check the recipient’s rules first. Our police-certificate self-translation guide explains the general limits.

What applicant discussions can—and cannot—tell you

Community posts help explain why applicants ask whether the official English output is enough. In a Turkish-language U.S. visa discussion, participants describe obtaining an English e-Devlet record, while comparing whether other Turkish documents needed translation. In a Canada-focused discussion, applicants talk about submitting an e-Devlet record and whether the Turkish verification note at the bottom should be translated. A more recent Reddit question from a former Turkey resident illustrates the separate problem of obtaining a record for a Canadian application.

These are individual reports, not acceptance data or official rules. Some posts are several years old, and an applicant’s outcome depends on the filing type, record scope and version submitted. Use them as examples of questions to resolve—not as proof that another authority will accept the same file.

Official resources and commercial translation options

Official and public resources

Resource Use it for Boundary
Adalet Bakanlığı Adli Sicil ve İstatistik Genel Müdürlüğü Current language options and the Ministry’s overseas application route. It issues the record; it does not determine what a foreign recipient accepts.
e-Devlet barcode verification Checking the authenticity of a barcoded Adli Sicil document. Verification does not replace a requested translation or apostille.
PTT e-Apostille FAQ Checking eligible documents, destination coverage, the current fee and processing information. e-Apostille authenticates; it does not provide a certified translation.
CİMER Submitting a public-service request or complaint to the relevant Turkish public body. For a record-content correction, first contact the Ministry’s responsible unit. A general complaint channel does not itself change a record.

If you suspect an incorrect record or an administrative handling problem, use the Ministry and official channels rather than an intermediary claiming it can alter the government record. Do not share e-Devlet passwords or barcode details with a service provider unless the recipient’s process genuinely requires the document itself. A translator can translate a record, not issue or amend it.

Commercial translation options

Use a commercial translator only when the recipient asks for an independent translation or the official version does not meet its language or certification requirements. Turkey is too broad for a meaningful city-by-city provider ranking in this national guide. The options below describe service types and their boundaries, not endorsements.

Option When it may fit What to confirm
Turkey-based sworn translator or translation bureau offering yeminli tercüme When the receiving institution specifically requests a Turkish sworn-translation format, or you need a local translation service to handle a document in Turkey. Confirm whether the quoted deliverable includes a sworn translator’s statement, notary approval only if required, translation of all residual Turkish text, and the destination’s exact format. The local label alone does not establish overseas acceptance.
CertOf online translation When you need an independent document translation and certification support for a supported language pair, including Turkish to English, German or French, subject to current availability. Send the full PDF and the recipient’s written requirements. Confirm the requested language, certification wording and PDF or paper delivery. CertOf translates documents; it does not issue Adli Sicil records, obtain apostilles or provide legal representation. See the online order process and electronic and paper delivery options.

Compare the actual deliverable against the recipient’s checklist: translator name and signature, competence and accuracy statement, coverage of stamps and notes, revision process, and paper-copy availability if requested. No translator can promise acceptance by every destination authority.

Frequently asked questions

Can I get a Turkish Adli Sicil Kaydı in English or another foreign language?

Yes. The Ministry’s current overseas guidance lists 51 foreign-language options, including English, German and French. Turkish citizens abroad may request the record through e-Devlet or a Turkish foreign representation. Former foreign residents applying from abroad are directed to a Turkish foreign representation. The receiving authority must still accept the language and record scope.

If Turkey issued my criminal record in English, do I still need a certified translation?

It depends on the recipient. If it accepts the complete official English version, a second translation may not be necessary. If it requires an independent translator’s certification or Turkish text remains in the document, follow its instructions. For USCIS submissions, documents containing foreign-language text must include a full certified English translation.

Does the official English version include an apostille?

Do not assume so. A foreign-language version and an apostille are separate services. Check whether the receiving authority requires authentication and accepts Turkey’s e-Apostille format.

Do I need the standard record or the Arşiv Kayıtlı version?

Use the wording in the destination’s checklist. The U.S. Department of State and Canada’s Türkiye police-certificate instructions identify the archive-recorded version for their respective processes. Other applications may set different requirements.

Can a former foreign resident download the certificate from e-Devlet while abroad?

The Ministry directs foreigners who have been in Turkey and are applying from abroad to use a Turkish foreign representation. Follow the relevant mission’s current instructions for identity documents, appointments and any postal process. More details are in our eligibility guide.

How long does the process take, and what does it cost?

Eligible e-Devlet users may receive the document immediately, but consular appointments and postal arrangements are mission-specific. The U.S. reciprocity page lists no fee for the certificate in its visa context; PTT’s FAQ listed 80 TRY for an Adli Sicil e-Apostille when checked in October 2026. Translation prices vary by provider and language pair.

What should I do if the record has an error?

Contact the responsible Ministry unit about correcting the source record before submitting it. CİMER can route a public-service request or complaint to the relevant body, but a translator cannot change the record.

Next step

Ask the receiving authority whether it accepts Turkey’s official foreign-language Adli Sicil, whether it requires Arşiv Kayıtlı, and whether it needs a separate translator statement, apostille or particular delivery format. If the official version satisfies the written instructions, use it. If the authority requires an independent certified translation—or the PDF contains Turkish text that must be translated—submit the complete document to CertOf for a supported language pair. Include the full PDF and the recipient’s requirements so the translation can be prepared in the requested format. CertOf provides document translation and certification support; it does not apply for Turkish records or guarantee a government decision.

Disclaimer: This guide provides general document-preparation information, not legal advice. Turkey’s issuance rules and each receiving authority’s submission requirements can change. Verify the current record scope, language, certification, apostille and delivery rules with the authority handling your application before submission.
