Which State COREN Should Receive the First Application?

The controlling question is where the nursing activity will occur. Article 8 of the current COFEN Resolution No. 769/2024, as amended, directs applicants to request title registration and professional enrollment from the Regional with jurisdiction over the place of professional practice.

This means the correct Regional is not determined automatically by:

  • the location of the public university that revalidated the diploma;
  • the applicant’s country of education;
  • the state where the sworn translator is registered; or
  • a temporary address selected only because its online system appears convenient.

If you live in Rio de Janeiro but have accepted a nursing position in São Paulo, the intended work location points to COREN-SP. If you have no employer yet and your residence, likely employment and revalidating university are in different states, obtain written guidance from the Regional where you genuinely expect to establish professional activity before paying.

Do not choose a state based on claims that one Regional is faster or more permissive. COFEN does not publish a reliable state-by-state approval or median-processing comparison for foreign-trained nurses. National Document Checklist for a Revalidated Foreign Nursing Diploma

The national baseline in COFEN Resolution No. 769/2024 is more focused than the academic revalidation packet. For a bachelor-level foreign nursing qualification, prepare:

  • a civil identity card or another legally valid identity document showing its issuing authority and issue date;
  • the applicable Brazilian identity or migration document if you are a foreign national;
  • a valid CPF number;
  • the foreign nursing diploma revalidated by a Brazilian public education institution; and
  • the diploma’s Portuguese tradução juramentada.

A birth or marriage certificate with the relevant annotations is required under the national checklist when the submitted documents contain inconsistent data or the identity document lacks necessary personal information. Do not add civil records reflexively when every identity field already matches.

Do You Resubmit the Transcript and Full Nursing Curriculum?

Do not present the entire Carolina Bori file as a universal national COREN requirement. Transcripts, syllabi, clinical-hour tables and placement evidence are central to the university’s academic assessment, but Articles 15, 16 and 26 of the national registration resolution identify the revalidated diploma and personal documents as the core registration evidence.

A Regional can still request clarification or conduct external verification. Follow any case-specific notice and the current service instructions of your target COREN, but do not describe hundreds of pages of academic material as automatically required in every state.

What the Revalidated Diploma Should Show

Before applying, make sure the file demonstrates both the foreign qualification and the Brazilian revalidation result. Depending on how the university completed the procedure, the result may appear as an endorsement on the diploma or as a digitally verifiable university record associated with it.

Check the following before uploading:

  • the graduate’s name is consistent with CPF and the identity document;
  • the foreign diploma is complete, including its reverse side;
  • the university’s revalidation entry, attachment or verification data are legible;
  • digital signatures and validation codes remain visible;
  • the original and translation can be matched page by page; and
  • stamps, seals, handwritten annotations and attached authentication pages have not been cropped.

Articles 25 and 26 of the current COFEN resolution require foreign-issued diplomas or certificates to be revalidated and accompanied by a sworn Portuguese translation.

The final public translation is issued by a Tradutor Público e Intérprete Comercial, commonly abbreviated TPIC. Brazil’s Department of Business Registration and Integration explains that public translators are registered and supervised through the commercial-registry system and that their translations carry public authority for official use.

This creates an important, counterintuitive difference between the two stages. A university may have reviewed some English-, French- or Spanish-language academic material without translation. That academic decision does not waive COFEN’s separate requirement for a sworn Portuguese translation of the foreign diploma used in registration.

How to Submit and When the Review Clock Starts

The national rule permits an application to be made online or in person. Online applicants send PDF or JPEG files through the integrated system used by the Regional. In-person originals are digitized by COREN. Where digital validation is possible, the Regional may dispense with physical originals; otherwise it can request an original or an authenticated copy.

The Payment Trigger Applicants Frequently Miss

Article 8 of the amended COFEN resolution says analysis begins after payment in full or payment of the first installment of the service charge and professional-card issuance charge. Merely creating an account or uploading files does not establish that the ten-business-day analysis period is running.

The earlier wording also referred to the annual fee as part of that trigger, but COFEN Resolution No. 775/2025 removed the annual fee from the review-start clause. That does not abolish the annual fee: the application form explains that annual dues arise after registration is granted. Keep the registration service, card charge and annual professional dues separate when checking a boleto or installment plan.

Bank posting time is operational rather than a guaranteed national number. Save the payment receipt, but use the Regional system’s confirmation date when assessing whether analysis has started.

What the Ten-Business-Day Period Actually Covers

Once the application has reached the payable review stage, Article 9 gives the Regional up to ten business days to analyze the documents and approve or deny the registration request.

That period is not a promise that every applicant will hold a professional card ten days after uploading a scan:

  • If required documents are missing or noncompliant, the applicant receives ten business days to correct the problem, extendable once for the same period.
  • If external verification is required, the review period is suspended and the Regional must communicate the reason electronically.
  • After approval, the CIP or e-CIP has a separate issuance period of up to ten business days.
  • Time spent correcting CPF data, obtaining a missing migration document or commissioning a new public translation is outside the ordinary document-analysis period.

These are regulatory benchmarks, not a national average of applicants’ total elapsed time. COFEN does not publish a reliable foreign-nurse median covering preparation, payment clearing, external verification and card delivery.

An Application Protocol Does Not Authorize Nursing Practice

Article 100 requires the registration protocol to state that it does not authorize professional practice. A receipt proves that a request exists; it is not a temporary licence.

Do not begin nursing duties simply because an employer wants to complete onboarding before the Regional decides the case. Wait until the title is registered and the professional registration is activated. The Regional then issues the registration term and proceeds with the professional identity card.

This distinction is particularly important where a job offer has a short start date. Translation delivery, COREN analysis and employer onboarding are separate schedules, and a translation provider cannot accelerate or guarantee the regulator’s decision.
