Route 1: ordinary registration at Inwonersplein
Inwonersplein is the normal route for an international student, an employee outside the Expat Center categories, a family applicant who is not covered by the combined procedure or another new resident directed to the municipality.
The city’s pages have used both Stadhuisplein 1 and 1A for the municipal entrance. Follow the entrance and counter instructions in your appointment confirmation rather than relying on the door number alone. The municipality can be contacted through 14 040 in the Netherlands or +31 40 238 6000 from abroad.
First registration from abroad is appointment-only. If the calendar shows no date, Eindhoven advises trying again later because new appointments approximately four weeks ahead are released daily. This official scheduling guidance is more useful than an unofficial claim about an average wait.
After registration, the city says the written confirmation may take up to four weeks. Plan for postal delivery to your registered address, display your name clearly on the letterbox and keep the appointment confirmation.
Route 2: Holland Expat Center South
Holland Expat Center South is at Stadhuisplein 10, third floor, 5611 EM Eindhoven. Its published hours are Monday through Friday, 09:00–17:00, and its telephone number is +31 (0)40 238 67 75. It operates by appointment.
The counter’s name is potentially misleading: it is not a general walk-in desk for everyone born outside the Netherlands. Its published categories include specified highly skilled migrants, intra-corporate transferees, EU Blue Card holders, researchers, orientation-year applicants, qualifying start-up personnel and certain family members. EU, EEA and Swiss employees may also need employment through an IND-recognised sponsor. Eligible applicants may request a combined municipal-and-IND appointment, municipal registration only or an IND service only. The combined route can reduce travel between agencies, but it does not change the legal criteria for a residence permit.
For a person registering at an Eindhoven address, the Expat Center states that a BSN can be provided during the appointment. That should not be converted into a promise that every newcomer in Eindhoven receives a same-day BSN: the ordinary municipal route has a different confirmation process.
The Expat Center checklist also contains route-specific requirements. The housing contract must already be effective by the appointment date, and the checklist currently asks for marriage or divorce documents issued within the preceding six months in applicable cases. This should be treated as an Expat Center checklist requirement, not a general expiry rule for every Dutch marriage or divorce record. If biometrics are included, follow the photograph instructions. The center specifically warns applicants who wear a head covering to use a plain, non-white covering; otherwise, the biometric step may need to be rescheduled.
What if you need an IND appointment but cannot use the Expat Center?
The municipality records your resident data and address. The IND handles residence permits, biometrics, residence endorsement stickers, decisions and collection of residence documents. A BSN does not replace an IND residence permit, and an IND approval does not by itself register your Eindhoven address.

When does Eindhoven require a sworn translation?
Dutch, English, French and German documents are commonly accepted without translation when their contents are complete and understandable. The Holland Expat Center checklist says a document in another language must be translated by a sworn translator. An international “certified translation” is not automatically the same product as a Dutch beëdigde vertaling. When an Rbtv-sworn translation is specified, verify the individual translator, exact language direction and current registration. Do not translate an English document merely because it was issued abroad. The counterintuitive issue is often completeness, not language: an English extract may omit parents, a reverse-side annotation, a divorce-finality statement or an apostille page. Conversely, a multilingual cover sheet does not necessarily make the underlying record usable.
Before commissioning work, send the provider every page, including blank-looking reverse sides with stamps, handwritten notes, attached apostilles and continuations. Housing is the first practical gate
A polished translation cannot cure an address that cannot be registered. Your tenancy must support actual residence at the Eindhoven address, and the Expat Center requires the contract to be active by the appointment date. RNI is not a shortcut for a person who actually intends to live in Eindhoven. It is the non-resident route for an expected Dutch stay of less than four months.
