Rouen French Nationality Declaration by Post: LRAR Guide

How to Send a French Nationality Declaration to the Rouen Platform by Registered Post

A Rouen French nationality declaration by post follows a different route from an online naturalisation application. If you live in Seine-Maritime or Eure and are declaring French nationality through marriage, as an ascendant of a French citizen, or as the sibling of a French citizen, your initial file is sent on paper to the Rouen interdepartmental platform. It is not started by booking a prefecture appointment or opening an ANEF naturalisation file.

The practical challenge is not merely collecting documents. You must use the correct CEDEX address, send a complete and traceable packet, distinguish postal delivery from formal administrative acceptance, and retain the originals needed for the later interview. Foreign civil-status records also need the correct form of French translation—usually a traduction assermentée or translation by a traducteur agréé, not simply a document advertised in English as “certified.”

Key takeaways for applicants in Seine-Maritime and Eure

  • Both departments use Rouen. Eure residents should follow the official routing to the Rouen interdepartmental nationality platform rather than sending the declaration to Évreux.
  • These three declarations use a postal channel. Rouen distinguishes marriage, ascendant and sibling declarations from naturalisation or reintegration by decree, which normally uses ANEF. No initial online appointment is required for the declaration packet.
  • Send the packet by LRAR to the CS address. Use the platform’s published postal address, not the prefecture’s physical interview address.
  • Postal delivery is not administrative acceptance. A La Poste acknowledgment proves delivery. It does not prove that the file is complete and is not the administrative récépissé normally issued after the interview.

Who this guide is for

This guide is for residents of the two-department Rouen service area—Seine-Maritime and Eure—who have already identified one of three possible nationality declaration routes:

  • declaration through marriage to a French citizen;
  • declaration as a qualifying parent, grandparent or other direct ascendant of a French citizen; or
  • declaration as a qualifying sibling of a French citizen.

It is especially useful if you live in Rouen, Le Havre, Dieppe, Évreux, Vernon, Louviers, Bernay or another municipality in either department and are unsure whether to use ANEF, where to mail the packet, or what proof to retain. Typical files combine a foreign birth record, parents’ records, marriage or divorce documents, evidence of the French relative’s nationality, residence or schooling records, identity documents and French translations.

Representative—not exhaustive—translation needs may include Arabic–French, Turkish–French, Portuguese–French and English–French records. Nationality or country-of-birth statistics cannot establish which languages individual applicants use, so confirm requirements document by document rather than relying on regional assumptions.

First identify the correct filing route

The most expensive routing mistake is treating every way of acquiring French nationality as the same application. Rouen’s official instructions distinguish applications by decree from family-based declarations. For a fuller explanation, see French citizenship by decree versus declaration and the broader Rouen citizenship and sworn-translation guide.

Nationality declaration routes covered by this guide
Route Current form What changes in the Rouen packet
Marriage to a French citizen Cerfa 15277, normally submitted in two signed copies Add the French spouse’s nationality evidence, marriage record, community-of-life evidence and other route-specific documents. Both spouses normally attend the interview.
Ascendant of a French citizen Cerfa 15561, normally in two copies Build the full relationship chain to the French descendant and a continuous long-term residence record.
Sibling of a French citizen Cerfa 15562, normally in two copies Document the shared parentage, the sibling’s qualifying acquisition of French nationality, French schooling and continuous residence evidence.

The national eligibility and document lists are maintained on Service-Public for marriage declarations, ascendant declarations and sibling declarations. At the time of publication, those live pages list a €255 electronic tax stamp for each route. Recheck the amount before purchase: older local checklists showing €55 or different photograph counts should not control a current filing.

Where to send a Rouen French nationality declaration by post

The Préfecture de la Seine-Maritime instructions centralise declaration files for Seine-Maritime and Eure at the Rouen platform and direct applicants to use registered post with acknowledgment of receipt.

Préfecture de la Seine-Maritime
Direction des migrations et de l’intégration
Plate-forme interdépartementale de naturalisation
CS 16036
76036 Rouen Cedex
France

Copy the institutional lines and CEDEX number exactly. The physical prefecture address at 7 place de la Madeleine is associated with the Rouen office and later in-person activity, but it is not a substitute for the published CS mailing route.

This is particularly important for applicants in Eure. The Eure prefecture’s own nationality guidance directs residents to the interdepartmental platform in Seine-Maritime. Living closer to Évreux does not change the address printed on the declaration instructions.

Build a packet that can be reconstructed after mailing

Use the personalised Service-Public checklist as the legal baseline. Then add a packet-control system that lets you prove exactly what was sent. A practical order is:

  1. Route cover sheet. State the declaration type, applicant’s full name, date of birth, current address, telephone number and email.
  2. Document index. Number every item and identify whether it is an original, copy, original sworn translation or supporting exhibit.
  3. Cerfa forms. Check the current version, required number of copies, signatures and dates. Marriage forms require particular attention to both spouses’ signatures.
  4. Identity, address and tax-stamp material. Include the current items requested by the official checklist and make sure the address matches the return envelope.
  5. Civil-status chain. Group each foreign record directly with its French translation. Do not place all source documents in one section and all translations at the back.
  6. Route-specific evidence. Keep community-of-life, long-residence or schooling records in chronological order.
  7. Return-mail materials. Current national instructions call for an addressed stamped envelope and a blank prepaid Lettre suivie 500 g for paper declaration files.

Before sealing the envelope, scan the entire final packet in page order—including signed forms and the supplied return-mail materials. Save the index and scan in two locations. Photograph the front and back of the sealed envelope and retain the postal weight from the counter receipt. These are file-control precautions, not substitutes for documents required by the prefecture.

How sworn translation fits into the packet

French official guidance normally asks for the original French translation of a foreign-language document made by an eligible translator. In France, the relevant term is generally traducteur agréé or traducteur assermenté. A generic “certified translation” label, a notary stamp, or a company seal does not by itself demonstrate that the signing translator meets the French requirement.

For each record, check that the translation covers names, dates, registration numbers, seals, handwritten entries, marginal notes, reverse-side text and any apostille or legalisation page included in the filing. Transliteration must also remain consistent across passports, civil records and family-link evidence. Our guides to French nationality translation standards and apostille, legalisation and translation exemptions cover those national rules in more detail.

A multilingual civil-status extract or an EU document supplied with an eligible multilingual standard form may reduce translation needs in some cases. It is not a blanket exemption for every attachment. Apostille, legalisation and translation are separate questions: one does not automatically replace the others.

Create an LRAR evidence chain

Take the completed packet to La Poste and request a lettre recommandée avec avis de réception—commonly shortened to LRAR—addressed to the Rouen CS mailbox. La Poste describes registered mail as providing proof of posting, tracking and delivery against signature; the optional acknowledgment records receipt. See the current La Poste registered-mail guidance.

Keep these items together:

  • the final packet PDF and document index;
  • photographs of the addressed envelope;
  • the counter’s preuve de dépôt showing the date and tracking number;
  • a screenshot or PDF of the tracking history;
  • the delivery confirmation and returned acknowledgment, if supplied; and
  • copies of later prefecture letters, emails and requested supplements.

Download tracking evidence promptly instead of assuming it will remain accessible indefinitely. If tracking fails or shows an unexplained delivery problem, open a postal enquiry while the receipt and tracking data are still available.

Delivery, completeness and the two different receipts

  • La Poste’s AR shows that the item reached the recipient’s postal operation.
  • Administrative completeness means the platform has reviewed the contents sufficiently to continue processing.
  • The nationality récépissé is the formal administrative receipt associated with the declaration procedure and is normally issued at the end of the later interview.

The postal delivery date therefore does not establish that the packet was complete. Rouen warns that an incomplete file may be classé sans suite. Although an authority may request additional documents, applicants should not treat a supplementary-document request as guaranteed.

The distinction also affects timing. The national Service-Public pages explain that the normal one-year period for refusing registration—potentially extended where an opposition procedure is initiated—runs from the date of the administrative receipt issued after the interview, not from the date on the postal acknowledgment.

What happens after the Rouen platform receives the packet

Rouen says declaration files enter processing when they arrive and describes interview invitations as occurring after “a few months.” That phrase is descriptive, not a fixed service commitment. No reliable department-by-department average has been published for the three routes, so avoid planning around forum claims of a guaranteed three-, six- or twelve-month appointment.

Watch both postal mail and email, keep your contact details current, and respond within any deadline stated in a request for further evidence. If your address, marriage, PACS, divorce or family situation changes, notify the platform promptly and include enough identifying information to connect the update to your file.

The published contact address is [email protected]. Rouen frames it as a channel for particular difficulties with preparing a file, not as a guaranteed routine status-tracking service. Do not resend a full application by email unless instructed.

Preparing for the later interview in Rouen

The convocation controls the date, exact entrance and documents to bring. The official directory lists the Préfecture de la Seine-Maritime at 7 place de la Madeleine, 76000 Rouen, but it does not provide sufficiently specific public instructions for the nationality interview room, security route or parking. Follow the convocation rather than relying on an online map or an old applicant account.

Who attends and what to prepare for the Rouen interview
Declaration Who normally attends Main preparation point
Marriage Applicant and French spouse Bring the requested originals and be ready for verification of continuing community of life and assimilation.
Ascendant Applicant Rebuild the original family-link and long-residence evidence in the same order as the mailed index.
Sibling Applicant Bring the original relationship, schooling and residence records requested in the convocation.

The ascendant and sibling interviews are not described as new language-level examinations, although assimilation and the underlying evidence are reviewed. For every route, keep source documents and corresponding translations available even if copies were previously sent. Never assume that mailing an item means it cannot be requested again.

Eure residents should budget for travel to Rouen. Marriage applicants may also need to coordinate time away from work for both spouses. The official invitation—not a commercial intermediary—determines the appointment.

Local data and translation planning

INSEE’s Seine-Maritime demographic profile recorded 59,895 foreign residents in 2022, about 4.8% of the department’s population, with varied national backgrounds including Algerian, Moroccan, EU and Turkish populations. These figures do not identify the languages used in individual nationality files. They do show why the Rouen platform encounters civil-status systems with different scripts, naming conventions, marginal-note practices and authentication formats.

Applicants should choose translation support based on the issuing country, document type and required translator status—not on a presumed “common local language.” For Arabic-script or multi-part names in particular, create one spelling sheet from the passport and ask that every translation follow it unless the source document genuinely differs.

Commercial translation options serving Rouen and Eure

The prefecture does not endorse private providers. The following comparison records public local-presence signals rather than ranking quality. Confirm the actual signing translator’s eligibility, paper-original delivery and scope before paying. Public review scores are intentionally excluded because they do not prove acceptance in a nationality procedure.

Commercial and independent translation options
Provider type or business Local signal Questions to ask
Independent translator on an official judicial-expert list The official judicial-expert list search is the most reliable qualification-verification starting point. Select the relevant court and language, then confirm the translator’s current details. Are you listed specifically as a translator for this language? Will you provide the signed and stamped paper original, identify the source document, and translate seals, reverse sides and apostilles?
Alphatrad Rouen Publicly lists an appointment-based office at 11 rue du Donjon, 76000 Rouen, and advertises coordination of sworn translations. Who will sign the final translation? Which court or authorised register lists that person? Is tracked delivery of the original included?
JLV Traductions Publicly lists an Évreux office at 933 route de Paris, Bâtiment E, 27000 Évreux, and a Rouen commercial location at 72 rue de Lessard. Can it confirm the named sworn translator before ordering, preserve the civil-record layout, and provide a correction policy and paper-delivery date?

These entries are examples, not endorsements. Local proximity can help with paper delivery, but it does not replace qualification checks. Conversely, an eligible translator does not necessarily have to live next to the applicant. What matters is compliance with the official standard and timely delivery of the required original.

Public help and complaint routes

Official and free support resources
Resource Use it for Do not use it for
Rouen nationality platform A particular problem preparing the declaration packet or reporting a relevant change. Buying an appointment, obtaining legal representation or demanding priority processing.
Centre de Contact Citoyens – Nationalité française, 0806 001 620 General procedural and document-list questions. Changing Rouen’s decision or providing a binding case outcome.
Point-justice, 3039 Free legal-information orientation and help locating an appropriate consultation in Seine-Maritime or Eure. Translation production or prefecture case tracking.
Préfecture de la Seine-Maritime quality-complaint channel A documented public-service or reception problem after reasonable written contact. An appeal against the substance of a nationality decision.
SignalConso A consumer dispute involving a private translation company, such as misleading qualification claims or paid work not delivered. A complaint about nationality eligibility or the prefecture’s legal decision.

Community experience: useful warnings, not filing rules

Across expatriate discussions and French naturalisation forums, two recurring problems are especially relevant: applicants cannot find marriage declarations inside the ANEF naturalisation flow, and they confuse postal acknowledgment with the later administrative receipt. Older Rouen accounts also describe paper procedures and interview waits, but reports written before the 2023 ANEF routing change are not reliable guides to the current process.

Use community discussions to identify questions, not to establish deadlines or document rules. The official Rouen page, the current Service-Public route page and the individual convocation should prevail over Reddit posts, forum timelines and commercial checklists.

Fraud and avoidable-risk checklist

  • Do not pay a private website for an “initial Rouen declaration appointment.” The published declaration route begins by registered post without an online appointment.
  • Do not accept “certified” as proof of French sworn-translator status. Ask for the signing translator’s name and verifiable qualification.
  • Do not rely on promises that a translation is “accepted by every prefecture.” No private provider can guarantee the administrative outcome.
  • Do not calculate a decision deadline from the LRAR delivery date.
  • Do not mail irreplaceable records without a complete, readable scan and indexed copy.
  • Do not use an old €55 checklist without comparing it with the current national route page.

Final packet-control checklist

  • Correct declaration route and current Cerfa confirmed
  • All required copies signed and dated
  • Current electronic tax stamp and photographs included
  • Source documents and French translations paired
  • Translator eligibility checked
  • Stamps, marginal notes, reverse sides and authentication pages translated
  • Route-specific family, residence, schooling or community-of-life evidence indexed
  • Addressed stamped return envelope included
  • Blank prepaid Lettre suivie 500 g included
  • Entire final packet scanned before sealing
  • Rouen CS 16036 address copied exactly
  • LRAR receipt, tracking and delivery evidence archived
  • Interview-originals folder retained at home

Frequently asked questions

Do Eure residents send nationality declarations to Évreux or Rouen?

They should follow the interdepartmental routing to Rouen. The official instructions centralise declaration files for both Eure and Seine-Maritime at the Rouen platform.

Can I submit a marriage nationality declaration through ANEF?

Not under the Rouen procedure described here. ANEF is used for naturalisation or reintegration by decree, while marriage, ascendant and sibling declarations are submitted by registered post.

Is the LRAR acknowledgment the same as the nationality récépissé?

No. The postal acknowledgment proves delivery of the envelope. It does not certify completeness. The administrative récépissé is normally issued after the later interview and has separate legal significance.

Must I include a return envelope and blank Lettre suivie 500 g?

The current national paper-filing instructions for these routes list an addressed stamped envelope and a blank prepaid Lettre suivie 500 g. Confirm the current wording immediately before mailing.

Can any certified translator translate my documents?

No label alone is sufficient. The official route requires an original French translation made by an eligible approved translator. If the translation is prepared outside France or another European country, ask the relevant French embassy or consulate which translators and authentication steps are accepted.

How long will Rouen take to invite me to an interview?

Rouen describes the interval as a few months but does not publish a fixed guarantee for these declarations. Do not treat a forum timeline as an official service standard.

Do both spouses attend the marriage declaration interview?

Normally, yes. The applicant and French spouse attend together. Ascendant and sibling declarations normally involve the applicant rather than a joint spousal interview.

Prepare the translation set before you seal the LRAR packet

CertOf can help identify translation scope, reconstruct document formatting, check names and dates, translate visible seals and annotations, and create an organised digital set before mailing. You can upload documents for a translation review, read how to order certified translation online, or compare paper-original delivery options. For an unusual document set, contact CertOf before ordering.

Before proceeding, confirm whether your file requires an original translation signed by a French court-listed or otherwise officially eligible translator. CertOf provides document translation and preparation support; it is not the Rouen platform, a nationality lawyer, an official filing representative or a prefecture-endorsed provider, and it cannot guarantee acceptance or accelerate an interview.
