Work to the shortest applicable deadline. A patent holder with migration registration may have both a three-working-day host-party task and a separate seven-working-day patent task.
1. Update migration registration through the correct receiving party
Russian migration registration is not merely an online profile belonging to the foreign national. When covered information changes, the federal migration-registration rules require the receiving party—or the foreign national in legally permitted self-filing situations—to report the change within three working days. The filing includes an arrival notification, an explanation of the change and copies supporting it.

A university may be the inviting institution and keeper of academic records without being the receiving party for a student living in a private apartment. Conversely, a dormitory may control the registration filing while a separate university office manages visa support. Ask each office which legal role it is performing.
Routine registration amendments should not automatically be described as requiring a notarized translation in every case. The federal rule focuses on the notification and documentary proof of the changed information. The receiving channel may nevertheless request or rely on a Russian translation, particularly where names, places or issuing-authority details cannot be entered reliably from the passport. 2. Restore a valid Russian visa in the new passport
If a consulate cancelled the old passport while a Russian visa remained valid, do not assume that carrying both passports makes the visa automatically usable. The Russian visa regulation allows a valid visa to be restored in a new national passport on written application.
Prepare the new passport, the old passport or strongest available copy, the old visa page, evidence showing why and when the old passport ceased to be valid, and any documents requested by the office responsible for the visa. Students and sponsored employees should contact the institution supporting their visa before approaching a different office independently.
If the embassy retained the old passport, request a receipt or letter showing issuance of the new passport and cancellation or retention of the old one. A scan made before surrendering the passport can be extremely valuable, but it does not guarantee that the receiving office will waive an original-document requirement.
3. Amend a work patent separately
A patent is a work-authorization route for qualifying visa-free foreign nationals. It is not the same as an employer-sponsored work permit, and it does not apply to every foreign worker. Under Article 13.3 of Federal Law No. 115-FZ, a patent holder whose name or identity-document details change must apply to amend the patent:
- within seven working days of entering Russia if the change occurred abroad; or
- within seven working days of the change if it occurred inside Russia.
The application goes to the territorial МВД that issued the patent, directly or through its subordinate or authorized organization. Do not assume that submitting a new passport to HR changes the patent. Bring the existing patent, new passport, old-passport evidence, migration documents and the translation format required by the issuing channel. Keep the intake receipt and continue preserving all advance personal-income-tax payment evidence associated with the patent.
4. Move the RVP endorsement into the new passport
RVP and VNZH are often discussed together, but their document mechanics differ. An RVP is commonly evidenced by an endorsement in the foreign passport. When that passport is replaced, MVD Order No. 407 and its RVP administrative procedure provide a specific replacement-document process and a ten-day window to approach the migration division at the authorized place of temporary residence. The procedure requires the new identity document and a Russian translation in the prescribed notarial form.
This is generally an endorsement or documentation operation, not a fresh application for the underlying RVP. Preserve a clear copy of the old RVP endorsement and any registration linked to the authorized residence. If the old passport is unavailable, contact the competent unit immediately and bring embassy or police evidence explaining why.
5. Check VNZH records before assuming the document must be replaced
Here is the counterintuitive point: a changed passport number, by itself, is not listed among the statutory triggers that automatically require replacement of the physical VNZH. The replacement grounds in Article 8 of Federal Law No. 115-FZ include specified ages, changes to personal data or citizenship, sex changes, damage, errors and expiry for limited-duration categories.
That does not mean the new passport can be ignored. Electronic VNZH cards and МВД records may contain or link identity-document details. Contact the territorial migration division to determine whether it will record the new passport details without replacing the VNZH or whether another trigger requires replacement. If the name, citizenship, date of birth or place of birth changed, treat the matter as a potential replacement case rather than a simple number update.
6. Notify the employer, university and host without confusing their roles
Give each organization the documents it needs, but ask what it is actually updating:
- Employer: HR should update personnel, payroll and employment records and check any status-specific compliance steps. A passport-number change alone should not be treated as automatic proof that a new МВД notice of contract conclusion must be filed. Obtain status-specific advice before filing a duplicate notice.
- University: the international or visa office may update the student system and support visa action. A dormitory office may separately act as receiving party. University internal reporting windows can be shorter than the federal deadline.
- Private landlord: may be responsible for the migration-registration amendment even when the university remains the inviting institution.
- Hotel: normally controls registration connected with the hotel stay but does not update a patent, RVP or university record.
Ask for written confirmation of what was updated. “We changed it in our database” is not proof that МВД, the patent issuer or the receiving-party registration record was amended.
Which documents and translations should you prepare?
Build a route-specific packet rather than a universal stack of unnecessary documents:
- new passport and copies of all pages containing personal data, endorsements or Russian entry information;
- old passport, or complete scans and evidence explaining its cancellation, loss or retention;
- proof of the new passport’s issue or collection date;
- migration card and current arrival-registration slip;

Do not notarize every page reflexively. First identify the procedure and receiving office, then ask whether it needs the biographical page, every nonblank page, entry stamps, an old-passport translation or supporting civil-status records. Local notaries and receiving offices may differ on document assembly even where the underlying federal rule is the same.
Scheduling, cost, mailing and processing reality
The legal deadlines are federal; practical access is regional. Territorial МВД divisions, authorized patent centers and local МФЦ networks have different appointment systems and intake capacity. There is no reliable nationwide average wait time for these passport-update cases, so plan around the filing deadline rather than an assumed processing time.
- Appointment: determine whether the exact service is available by appointment, electronic filing or walk-in queue. An appointment for one migration service does not necessarily cover another.
- MFC limits: an МФЦ or authorized channel may accept a migration-registration notification, but that does not make it a universal intake point for visa restoration, RVP endorsements or VNZH decisions.
- Mailing: migration-registration rules allow specified notification channels, including postal submission in relevant cases. Do not mail an original passport unless an official procedure expressly requires and protects that method. Retain the inventory and tracking record.
- Fees: state fees depend on the legal action and can change. Do not assume that a data amendment, registration, patent reissue and VNZH replacement carry the same charge. Confirm the payment code and amount with the receiving channel before paying.
- Completion: collect proof of intake and verify the corrected spelling, passport number and dates on the returned document or detachable registration section.

- Using the RVP ten-day period for every record. This can make a three-working-day registration filing or seven-working-day patent filing late.
- Assuming databases synchronize. Employer, university, host-party and МВД records serve different legal purposes.

- Creating a new Cyrillic identity. A linguistically defensible spelling can still cause operational trouble if it conflicts with prior Russian records.

Refusals, fraud and complaints
Be cautious of intermediaries promising to “update every database,” transfer a visa automatically or guarantee acceptance without identifying the competent МВД unit. Pay government charges only through the instructed official payment route, retain receipts and verify any claimed notary against the Ministry of Justice’s Register of Notaries of the Russian Federation.
If an office refuses intake, ask for the legal basis, missing-document list and refusal in writing. Escalate first to the head of the responsible unit.
