Foreign Degree Recognition in Brazil: Carolina Bori Routes

Foreign Degree Recognition in Brazil: Carolina Bori Routes

Foreign degree recognition in Brazil is not a single credential-evaluation service. Brazil uses one legal route for foreign bachelor’s degrees and another for foreign master’s and doctoral degrees. The practical difficulty is choosing an eligible university with the right academic field and available capacity—not locating a nearby government counter.

Applications are managed online through the federal Carolina Bori system, but the platform does not decide whether a degree is equivalent. The receiving Brazilian university reviews the academic record and issues the decision that may confer validade nacional. Translation becomes relevant only after the applicant understands that route and checks the university’s current document rules.

Key Takeaways

  • Bachelor’s degree: apply for revalidação through an eligible Brazilian public university offering a recognized course at the same level and in the same or an equivalent field.
  • Master’s or doctorate: apply for reconhecimento through a Brazilian university with an authorized and recognized graduate program in the same knowledge area and at an equivalent or higher level.
  • Carolina Bori is the filing platform, not the decision-maker. The university controls academic review, capacity, fees, supplementary requests and internal appeals.
  • Do not order every translation automatically. Under the current national resolution, English, French and Spanish are ordinarily exempt from translation as academic lingua-franca languages. A university departing from that rule should justify its requirement, while records in other languages may need Portuguese translation.

Who This Guide Is For

This Brazil-wide guide is for Brazilian returnees and foreign degree holders who need a bachelor’s, master’s or doctoral diploma earned outside Brazil to acquire nationwide legal validity. Common purposes include formal employment, public-sector qualification, salary classification, postgraduate research and preparation for a separate professional-registration process.

It is particularly useful for applicants holding Spanish-, English- or French-language diplomas and transcripts, as well as records in Chinese, Arabic, German, Italian, Russian or another language that may require Portuguese translation. A typical undergraduate packet contains a diploma, transcript, curriculum matrix, course descriptions and internship records. A postgraduate packet commonly adds a dissertation or thesis, defense record, examiner and supervisor information, research history and publications.

The usual stuck point is one of four things: a Brazilian university accepted the degree for admission but the applicant still needs national validity; no suitable university has an open place; the course title does not map neatly to a Brazilian field; or the applicant cannot tell whether the university is asking for an ordinary Portuguese translation, a certified translation or a Brazilian tradução juramentada.

Foreign Degree Recognition in Brazil Starts With the Correct Route

Article 48 of Brazil’s Lei de Diretrizes e Bases da Educação Nacional establishes the legal foundation. The current operational framework is Resolução CNE/CES nº 2, dated December 19, 2024, available through the official CAPES administrative-act catalogue.

Brazilian recognition route by foreign qualification level
Foreign qualification Brazilian procedure Who may process it Main academic test
Bachelor’s or other undergraduate degree Revalidação Eligible Brazilian public university Same level and same or equivalent field, with comparison of the completed program
Master’s degree Reconhecimento Eligible public or private Brazilian university Recognized SNPG program in the same knowledge area at an equivalent or higher level
Doctoral degree Reconhecimento Eligible public or private Brazilian university Research formation, program legitimacy, supervision, assessment and doctoral outcome

An MBA, specialization certificate or another lato sensu qualification should not be forced into the master’s or doctoral route merely because its foreign title sounds postgraduate. Confirm the qualification level before paying a university fee.

Medical degrees also require special attention because Brazil’s Revalida examination framework may affect the route. Professional practice in medicine, nursing, engineering and other regulated fields can require a second process after academic recognition. For a profession-specific example, see the guide to foreign nursing diploma revalidation through Carolina Bori.

Admission Is Not the Same as Nationwide Legal Validity

This is the most important—and often counterintuitive—distinction. A Brazilian university may examine a foreign degree and accept it for entry to another academic program. That admission decision establishes eligibility for that program; it does not necessarily produce a portable recognition decision for employers, public bodies, another university or a professional council.

Formal revalidação or reconhecimento declares the foreign qualification equivalent for the purposes allowed by Brazilian law. The result preserves the original foreign degree name. It does not mean that the reviewing university issues one of its own degrees or that every course component was identical.

Applicants concerned only with enrollment should ask the admissions office whether internal academic review is sufficient. Applicants who need validade nacional should use the formal route. The São Paulo-focused guide to foreign diplomas, university admission and translation covers the admission side without replacing this national-recognition procedure.

How the Carolina Bori Process Works

  1. Confirm the qualification level and purpose. Decide whether you need admission review, national recognition or national recognition followed by professional registration.
  2. Search for an eligible university. Use the official Gov.br foreign diploma service and select its start option to enter Carolina Bori. Search by course or knowledge area, not simply by city.
  3. Read the university’s current rules. Check its regulation or edital for capacity, application period, fee, translation form, file format, original-document verification and appeal deadline.
  4. Build the source-document packet. Obtain institution-issued records and complete any applicable Apostille Convention or consular-authentication step in the country of origin.
  5. Upload one coherent file. The university performs an initial documentary review and may request corrections or additional records before academic analysis proceeds.
  6. Pay only through the published institutional route. A university may issue a GRU or boleto after preliminary review. Save the payment receipt and every platform message.
  7. Answer any diligência precisely. A request for a missing syllabus, defense record, translation or authenticity confirmation can interrupt progress. Upload the requested item rather than replacing the entire packet without explanation.
  8. Complete original verification or final registration. The university may request original records before recording the decision or issuing the final recognition documentation.

Resolução CNE/CES nº 2/2024 does not permit simultaneous competing applications for the same foreign diploma. Review the platform status before changing universities, and close or resolve an existing case in accordance with the applicable rules.

Choosing an Eligible University

Geographic proximity is a poor first filter. A university near your home may not offer the relevant undergraduate course, may lack a qualifying postgraduate program, or may have no open capacity for that field.

For a bachelor’s degree, verify that the institution is public and offers a recognized course at the appropriate level and in the same or an equivalent area. For a master’s or doctorate, confirm the status and knowledge area of the Brazilian graduate program through CAPES Plataforma Sucupira. CAPES supplies the national program information; it does not approve an individual foreign diploma.

Compare these items before joining a queue:

  • the Brazilian course or knowledge area used for comparison;
  • whether the university is accepting applications in that area;
  • available capacity and any waiting-list mechanism;
  • the institutional review fee and refund terms;
  • translation and authentication instructions;
  • whether prior favorable cases involved the same foreign program, qualification level and academic facts;
  • internal reconsideration or appeal deadlines.

A previous successful case is useful orientation, not a guarantee. Each university retains responsibility for the individual academic decision.

Document Requirements

Undergraduate revalidação

  • registered foreign diploma;
  • complete academic transcript showing subjects or activities, results, attendance and applicable workload;
  • curriculum matrix or pedagogical project;
  • course descriptions or syllabi;
  • records of mandatory and optional internships, research and extension activities, where applicable;
  • identity and name-change records where the names do not match;
  • Apostille or consular authentication when required;
  • the receiving university’s additional institutional or course evidence.

The university may use documents, examinations or supplementary studies to resolve material differences. An incomplete result may still identify subjects or activities that can be credited later.

Master’s and doctoral reconhecimento

  • registered foreign diploma and complete transcript;
  • digital dissertation, thesis or equivalent final work;
  • official defense record showing date, title, approval and result;
  • names and academic information for the supervisor and examining committee;
  • summary of research activities and resulting publications or conference work, where available;
  • information about the foreign program’s legal status and external evaluation, where available;
  • evidence of the period spent abroad during the program when applicable;
  • dual-degree agreement and curriculum documentation when recognition of both degrees is requested.

The official service’s document section distinguishes the undergraduate curriculum packet from the postgraduate research packet. Do not submit a master’s file containing only a diploma and transcript.

Translation: When Certified Translation Helps—and When It Is the Wrong Product

Brazil’s national rule does not impose a universal translation requirement on every academic record. The receiving university may request Portuguese translation when necessary. Resolução CNE/CES nº 2/2024 ordinarily exempts English, French and Spanish as academic lingua-franca languages; a university departing from that rule should justify the requirement in its own administrative act.

That does not mean these files are never translated. A university may publish a justified institutional requirement, request translation of a specific technical record, or ask for clarification after review. Check the current edital before spending money.

Choosing the correct translation route for a Carolina Bori file
Instruction you receive Likely document route Important limit
No translation requested; record is in English, French or Spanish Submit the source record as instructed Do not add unnecessary cost or create an inconsistent second version
Portuguese translation requested without a public-translator requirement Ask whether an independent certified Portuguese translation is accepted A Certificate of Accuracy is not automatically Brazilian public translation
Tradução juramentada, tradução pública or Tradutor Público required Use a translator registered with a Brazilian state Junta Comercial Verify the individual translator’s registration; there is no MEC-designated private translation company

When translation is required, include the full usable record: front and reverse pages, grading legends, seals, signatures, marginal notes, attachments and any Apostille page the university needs to read. Preserve subject names, credits and hours consistently across the transcript, syllabus and curriculum matrix.

For a deeper Brazil-specific explanation, use the existing guide to foreign academic records and sworn Portuguese translation. The separate guide to Apostille and sworn translation for Brazilian nursing diplomas shows why authentication and translation solve different problems. For large academic files, see translation planning for 50-plus-page academic records. Applicants who need a general explanation of terminology can also compare certified and notarized translation.

Processing Time, Cost and Online Logistics

There is no national walk-in recognition office, standard appointment calendar or universal mailing address. Filing begins online, and the reviewing university controls the institutional steps. A university may request physical originals or authenticated copies later, but applicants should not mail documents unless its current instructions expressly require it.

The Gov.br service publishes an ordinary processing benchmark of up to 180 days and identifies shorter simplified routes. Its summary currently states 90 days for simple cases, while a detailed note on the same page retains 60 days for simplified undergraduate revalidation and 90 days for simplified postgraduate recognition. Because those statements coexist on the official service page, confirm the period shown for the selected route and university when filing.

Processing time can also be affected by:

  • waiting for capacity before a formal case begins;
  • incomplete authentication or unreadable scans;
  • requests for additional syllabi, research evidence or translation;
  • payment confirmation;
  • academic committee schedules;
  • final original-document verification.

There is likewise no single national university-analysis fee. The federal online information service is free to access, but reviewing institutions may publish their own fees and payment rules. Check the university’s current fee before submitting, whether payment is due only after preliminary review, and whether the analysis fee is refundable after withdrawal or refusal.

Simplified Processing Is Not Automatic Recognition

Tramitação simplificada applies only to categories identified in the national rules, including specified accredited programs, qualifying Brazilian government scholarships and covered international arrangements. Its main advantage is a narrower documentary review instead of a full comparative academic assessment.

It still requires a legitimate diploma, correct applicant identity, an eligible institution, complete records and satisfaction of the applicable category. An Apostille, a Mercosur connection or a previous favorable case does not by itself create automatic recognition.

Brazil-Specific Failure Points

  • Choosing by distance: the nearby university has no matching course or capacity.
  • Confusing admission with recognition: a graduate program accepts the applicant, but an employer or public authority later asks for national validity.
  • Buying sworn translation too early: the documents are in an ordinarily exempt academic language or the selected university wants only certain records translated.
  • Buying the wrong certified translation: an ordinary agency certificate is submitted where the edital expressly requires a Junta-registered public translator.
  • Treating Apostille as recognition: the document’s signature is authenticated, but no Brazilian university has evaluated the degree.
  • Submitting a thin postgraduate packet: the thesis, defense record, supervisor information or research evidence is missing.
  • Ignoring a platform request: a payment or diligência deadline expires while the applicant waits for an email outside the official case record.

Public Resources and Complaint Routes

Official resources for filing, verification and complaints
Public resource Use it for What it cannot do
Gov.br foreign diploma service Official route, core documents, service stages and federal contact information It does not make the university’s academic decision
CAPES Plataforma Sucupira Checking whether a Brazilian postgraduate program is recognized and locating its field and level CAPES does not recognize an individual foreign master’s or doctorate
University’s own regulation and ombuds office Fees, capacity, document format, internal delay and procedural complaints An ombuds complaint does not replace an academic appeal
Fala.BR Reporting federal public-service problems, irregularities or failure to provide proper administrative service It is not a shortcut to overturn academic judgment

If a decision is negative, use the university’s internal reconsideration or appeal process first. Under the national framework, a later CNE/CES appeal has narrow conditions after unsuccessful applications at two universities and must be based on an error of fact or law—not simple disagreement with academic merit.

Commercial Translation Options

Translation options and their acceptance limits in Brazil
Option Appropriate use Verification point
CertOf online certified translation Academic documents where the receiving university accepts an independent certified translation; complete formatting, electronic delivery and revision support Confirm that the university does not require Brazilian fé pública
Brazilian Tradutor Público e Intérprete Comercial Cases in which the university expressly requires tradução juramentada or public translation Check the translator’s individual Junta Comercial registration through the official DREI translator framework
Official translated record issued by the foreign university When the Brazilian university accepts an institution-issued multilingual or Portuguese record Confirm whether it replaces a third-party translation and whether authentication still applies

No private provider can guarantee a Carolina Bori place, academic equivalence or approval. Avoid anyone advertising an internal MEC channel, automatic Mercosur recognition, a guaranteed simplified route or status as an official MEC-approved translation company.

Frequently Asked Questions

What is the difference between revalidação and reconhecimento?

Revalidação is the route for a foreign undergraduate degree and is handled by an eligible Brazilian public university. Reconhecimento applies to foreign master’s and doctoral degrees and is handled by a university with an appropriate recognized SNPG program.

Does admission to a Brazilian university validate my foreign degree nationwide?

No. Admission may be based on an internal academic review used only for enrollment. Nationwide legal validity normally requires the formal revalidation or recognition procedure.

Do English, French and Spanish academic records need Portuguese translation?

Under Resolução CNE/CES nº 2/2024, those languages are ordinarily exempt as academic lingua-franca languages. A receiving university may impose a justified requirement, so check its current regulation before ordering translation.

Does my translation have to be a tradução juramentada?

Not automatically under the national education rule. If the selected university expressly requires public or sworn translation, use a Brazilian public translator registered with a state Junta Comercial. An ordinary certified translation does not automatically carry Brazilian fé pública.

Does an Apostille validate the degree?

No. An Apostille authenticates the origin of a public document or signature for international use. It does not assess academic content or create nationwide degree equivalence.

How long does Carolina Bori recognition take?

The federal service publishes up to 180 days for ordinary processing and shorter periods for simplified cases. Capacity, the applicable starting point, additional-document requests and university processing all affect the practical timeline.

How much does foreign degree recognition cost in Brazil?

There is no single national university-analysis fee. The federal information and filing entry point is free to access, while receiving universities may set their own review fees, payment deadlines and refund rules. Check the selected university’s current regulation before paying.

Can I apply to multiple universities with the same diploma?

Not simultaneously. Resolve or close the existing application according to the platform and university rules before pursuing the same diploma through another institution.

What should I do if no university has capacity in my field?

Search by equivalent course or knowledge area, review participating institutions and monitor available capacity. Do not submit to a loosely related course merely to obtain a place; a poor academic match can undermine the application.

Can recognition replace professional licensing?

No. Academic validity and authorization to practise a regulated profession are separate. After recognition, the relevant professional council may require registration, examinations or additional evidence.

Get the Translation Scope Right Before Paying

First select the eligible university and save its current translation instructions. Then send the complete diploma packet—not isolated screenshots—for a page-level review.

Upload your academic records for a CertOf translation quote. CertOf can translate diplomas, transcripts, curricula, syllabi, defense records and supporting documents where certified translation is accepted, preserve tables and annotations, and provide revision support. You can also review who signs a CertOf certification statement, how translation quality is measured and the online upload and ordering workflow.

Service boundary: CertOf is not MEC, CAPES, Carolina Bori or a Brazilian university. It does not allocate places, issue credential evaluations, guarantee recognition, provide legal representation or replace a Junta-registered public translator when tradução juramentada is expressly required.
