How the Lombardy temporary nursing practice route works
- Identify the route before preparing documents. Ask the proposed employer or Regione Lombardia whether you are being considered through the 2026 regional list, a separate temporary-authorization procedure or the ordinary recognition route. Do not rely solely on a recruiter’s label for the process.
- Build a source-document inventory. Record the issuing country, document language, original or certified-copy status, Apostille or legalization requirement, expiration date and spelling of your name on every record.
- Confirm the required translation form. Determine whether each document needs consular certification of conformity or an Italy-side sworn or asseverated translation. Resolve this before paying for several different versions.
- Submit the expression of interest online. The new list is administered through Bandi e Servizi. The application may be submitted personally or through an authorized delegate.
- Respond to formal-completeness requests. The regional review concerns whether the required documentary package is formally regular. Listing still does not permit clinical work.
- Complete employer verification. The recruiting institution may examine language ability, clinical preparation, professional history, scope of duties, patient-safety measures, insurance and legal entitlement to work.
- Obtain the necessary temporary authorization before starting. Confirm the written legal basis, employing institution, duration and any professional-order notification applying to your case.
- Pursue permanent recognition separately if long-term practice is the goal. Temporary work does not automatically convert into Ministry recognition or OPI Albo registration.

The governing DGR XII/6102 uses more specific language than the general English expression “certified translation.” Foreign-language records must be accompanied by an Italian translation certified as conforming to the original by the competent Italian diplomatic or consular authority, or by a translation sworn or asseverated in Italy. Legalization or an Apostille may also apply.
Consequently, a translation company’s accuracy certificate is a useful bridge document but does not automatically equal conformità consolare or an Italian verbale di asseverazione. An informal self-translation also does not meet those formalities merely because the applicant is bilingual.

Prepare these records even if they are not all requested at the initial listing stage. The most expensive mistake is translating only the diploma, then discovering that the employer requires a lengthy transcript, clinical-hours schedule and good-standing certificate using consistent terminology.
Prevent inconsistencies across the file
Check names, dates, university titles, registration numbers and department terminology across the diploma, licence, transcript, CV and employment certificates. If a name differs because of marriage, divorce, transliteration or passport renewal, provide the relevant civil-status record and a short document chain rather than silently changing the translation.

What Lombardy checks—and what the employer checks
The regional model is unusually employer-dependent. Regione Lombardia checks the formal completeness and regularity of the list application; it does not turn that review into a clinical-competence decision.
The employing institution therefore becomes the decisive second gate. Before assigning patient-care duties, it may need to verify:
- authenticity and relevance of the foreign qualification;
- current professional status and disciplinary standing;
- Italian appropriate to the ward and assigned duties;
- clinical knowledge, practical competence and need for supervision;
- appropriate role and limits on assigned activities;
- professional insurance and patient-safety arrangements; and
- residence, immigration and work-permit compliance.
There is no published regional checklist or average timetable that guarantees identical testing across every ASST, IRCCS or RSA. Ask the prospective employer for its written document list, assessment stages and responsible contact before making travel or employment-start commitments.
A foreign nursing specialization may be listed without being recognized
This is one of the route’s most counterintuitive limits. A foreign ICU, operating-room, pediatric or other specialization may be recorded to help an employer understand the applicant’s background. That entry does not create formal Italian recognition of the specialization or an automatic right to a specialist title, assignment or pay level.
Translate specialist records accurately if they are relevant to placement, but do not describe them as already recognized in Italy. The employer must decide what duties can safely and legally be assigned under the temporary arrangement.
Online access, timing, cost and scheduling reality
- Application channel: the regional list is submitted through Bandi e Servizi rather than a municipal or Milan walk-in counter.
- Authentication: applicants using Italian identity systems normally enter with SPID or CRS/TS-CNS. Eligible foreign non-residents can use the portal’s username-and-password registration route.
- Paper and mailing: the listing application is digital. Paper originals may still matter for translation formalization, later employer inspection or court asseveration.
- Appointments: there is no regional in-person appointment for joining the list. Interviews, language assessments and document inspections are scheduled by the individual employer.
- Waiting time: no reliable official average has been published for the complete journey from listing to authorized employment. Listing time alone would not measure when a nurse can start work.
- Cost: the public notice does not present the list as a paid licensing service. Translation, Apostille, consular processing, asseveration, stamp duty, certified copies and delivery are separate expenses that vary by document and country.
The new regional-list notice currently shows a closing date of 31 December 2029, while the separate older Lombardy temporary-practice notice RLG12023030203 displays 31 December 2027. Do not assume that one date silently amends the other or that every applicant must use both procedures. Temporary practice versus permanent recognition and OPI registration
The temporary route exists as a limited derogation from the ordinary pathway. It should not be presented as a replacement for permanent professional recognition.

The new list is recent, and the public portal does not provide a current total for applications, successful listings, later authorizations, refusals or conversions to permanent recognition. It also publishes no region-wide processing average or employer pass rate.
These gaps matter because historical authorization totals, national nurse-shortage estimates and national data on foreign nurses cannot predict an individual applicant’s waiting time or likelihood of employment in Lombardy. Likewise, claims that a particular hospital, RSA, language pair or nationality receives preferential treatment should be treated as unverified market signals unless supported by current institutional data.
