OFPRA’s current Step 3 instructions say the completed dossier must be received within the period. In practice, count from the certificate’s delivery, check the date against any individual notice, and allow time for postal delivery.

This is not a 21-day period beginning with the OFPRA interview, a later appointment, or the day you finish writing. It is also not safe to assume that posting the envelope on day 21 is enough. OFPRA does not publish a guaranteed delivery or intake time for mail to Fontenay-sous-Bois. A registered letter with acknowledgement of receipt is a useful way to retain proof of posting and delivery, but it is a practical safeguard rather than a substitute for the deadline.

Keep a complete copy of the exact package you send, including the signed form and every attachment. Retain the postal receipt and delivery evidence together with your certificate. OFPRA’s current initial-dossier instructions also ask for copies of travel documents and copies of other documents you choose to submit in support. For applications filed from March 1, 2026, OFPRA’s original-document notice says to send complete, legible copies with the form and not to mail originals. Keep passports, birth certificates, and other originals in your possession. Bring them to the interview if OFPRA asks to verify them; the notice says they are returned at the end of the interview. If OFPRA later needs a copy, follow its request and include the case number or interview notice as instructed.

This is a counterintuitive but important change: sending an original is not a way to make a new application look more complete. It risks losing an essential document and conflicts with OFPRA’s current filing instruction. Check that each copy includes all pages, stamps, handwritten notes, and reverse sides that carry information. When French translation or certified translation may be useful

In French practice, the relevant terms are usually traduction des pièces en français and, where a sworn translator is specifically needed, traduction assermentée. The English phrase certified translation can help describe a professional document translation, but it should not be treated as the name of a universal OFPRA requirement. The written form and récit need to be in French; oral interpretation at an interview is a separate service from translating written evidence.

There is no blanket rule in the initial-dossier instructions that every non-French attachment must arrive with a French court-sworn translation. Under Article 34(4) of the EU common procedure regulation, documents the determining authority assesses as relevant are translated where necessary for the examination. Other documents may be translated at the applicant’s own cost, while arrangements for relevant documents and public funding depend on national law. That distinction does not guarantee that an untranslated document will be assessed promptly, and it does not make self-translation or machine translation automatically acceptable for key evidence.

Before paying for a large bundle of sworn translations, ask the SPADA, association, or legal adviser which documents are important and whether a professional or sworn format is actually needed at this stage. If your registration is handled at the Pôle territorial France Asile, OFPRA says the initial dossier is introduced through that process and you do not mail a paper initial file to Fontenay-sous-Bois.
