Foreign Document Legalization for Egypt Immigration: Arabic Translation Order

Foreign Document Legalization for Egypt Immigration: Arabic Translation Order

Foreign document legalization for Egypt immigration is a chain, not a single stamp. A foreign birth certificate, marriage record, police certificate or degree may be genuine and accurately translated yet still fail at an Egyptian residence or work-permit filing because its foreign signature cannot be verified or the Arabic translation is not connected to the authenticated original.

This guide covers foreign-issued public documents brought into Egypt. If you need to send an Egyptian document abroad, use our separate guide to Egyptian document authentication for foreign use.

Key takeaways

  • An Apostille is not the end of the Egypt route. Egypt is not listed as a contracting party on the current HCCH Apostille Convention status table. An Apostille therefore does not, by itself, eliminate Egyptian consular legalization or any subsequent MFA stage required for the filing.
  • The usual chain starts in the issuing country. Complete the document-specific local authentication, obtain the required foreign-affairs authentication, use the competent Egyptian embassy or consulate, and complete Egyptian MFA ratification where the receiving authority requires it.
  • Do not order the final Arabic translation blindly at the beginning. Later authentication labels, reverse-side stamps and consular endorsements may also need translation. When the translation enters the Egyptian authentication chain, the MFA requires the original and translation to be connected by a shared stamp.
  • Degrees and employment records can have extra steps. A foreign university credential may need review by an Egyptian educational or cultural office, while employment and experience documents may require a labour-office step where that service exists.

Disclaimer: This is document-preparation information, not legal advice. The correct route depends on the issuing country, document type, immigration category and final receiving authority. Consular jurisdiction, fees, office arrangements and translator eligibility can change. Confirm the current written instructions before sending an original abroad or paying for translation.

Who this guide is for

This Egypt-wide guide is for foreign nationals, mixed-nationality families, employers and international students preparing foreign public documents for immigration or residence-related use in Egypt. Typical readers include an employment-based residence applicant carrying a degree and police certificate, a foreign spouse submitting a marriage certificate, parents proving a child’s relationship, and an applicant whose documents have already arrived in Egypt without the necessary consular stamp.

Common packets include English-, French-, German-, Russian-, Chinese- or Spanish-language birth, marriage, divorce, police, education and employment records that may need to become readable in Arabic. English-to-Arabic is a common working scenario, but Egypt publishes no authoritative ranking of translation language pairs. The final receiving authority’s requirements control.

This article does not determine whether you qualify for a particular visa or residence category. For the broader filing context, see the Cairo residence-permit document guide. The authentication principles discussed here apply nationally, while practical differences mainly concern consular jurisdiction, postal availability and the receiving institution’s document checks.

Start with the receiving authority, not a translation shop

Before authenticating or translating a document, identify the authority that will make the decision. That may be the passport, immigration and nationality administration, a labour authority, an employer completing a work-permit stage, a university or another institution supporting the residence file.

Ask for answers to these questions in writing:

  • Does the authority require the original, an official certified copy or a scan?
  • Must the document be legalized, or is an authenticated electronic record accepted?
  • Is an Arabic translation required for every page?
  • Must the translation itself receive Egyptian MFA ratification?
  • Which translator or institutional seals are accepted?
  • Must the Apostille, consular label, reverse side and authentication stamps be translated?
  • Does the document have a validity period for this immigration category?

Certified translation is a useful international term, but it is not a universal Egyptian legal status. The practical question is whether the particular Arabic translation and its seal fit the receiver’s prescribed route. For the related qualification issue, see translator eligibility and translation acceptance for Egypt immigration.

Foreign document legalization for Egypt immigration: the baseline route

Egypt’s Ministry of Foreign Affairs publishes national consular rules for authenticating foreign documents. The following is a receiver-first baseline workflow. Document type and country of issue may add or alter individual stages.

  1. Obtain the correct public document. Use an original, official extract or certified copy in the format requested by the Egyptian receiver. Translation does not turn a private photocopy into an official public document.
  2. Complete the issuing country’s upstream authentication. This may involve a notary, court clerk, state or provincial authority, education department or another competent body. The exact route is determined by the issuing country and document type.
  3. Obtain foreign-affairs authentication where required. The Egyptian MFA’s published consular route expects the document to carry the appropriate authentication from its country of origin before it is presented to an Egyptian mission.
  4. Use the competent Egyptian embassy or consulate. Jurisdiction may depend on the document’s place of issue rather than only the applicant’s current address. Confirm which upstream signature the mission recognizes and whether it accepts appointments, walk-ins or mail.
  5. Preserve the completed document chain. Keep every page, label, seal, ribbon and reverse-side endorsement intact.
  6. Prepare the Arabic translation at the correct stage. If the translation must enter the MFA authentication chain, use a route whose seal the MFA can authenticate and preserve the required physical connection between the translation and original.
  7. Complete Egyptian MFA ratification where required. The current MFA authentication procedure says a foreign-issued document must first carry authentication from the appropriate Egyptian mission or from the issuing country’s embassy in Egypt before an MFA ratification office processes it.
  8. Submit the complete packet to the immigration-related receiver. Keep a complete color scan before surrendering an original.

Does Egypt accept an Apostille?

An Apostille authenticates a public document for use between contracting parties to the Hague Apostille Convention. Egypt is not a contracting party, so an Apostille cannot be treated as an automatic substitute for Egyptian consular legalization.

This does not mean an Apostille is necessarily irrelevant. A competent Egyptian mission may accept it as part of the issuing country’s upstream authentication procedure. The important conclusion is that an Apostille alone does not create a Convention-based right to bypass the Egyptian embassy or consulate.

Discovering a missing Egyptian consular stamp only after arrival can mean sending the original back to its country of issue. Before departure, send the competent Egyptian mission a scan of the entire document and ask whether its current authentication is sufficient.

Can the issuing country’s embassy in Egypt replace the Egyptian mission abroad?

The Egyptian MFA procedure also refers to foreign documents authenticated by the issuing country’s embassy in Egypt before domestic MFA ratification. This creates a possible in-country route, but not a universal rescue option.

Confirm all four points before relying on it:

  • The foreign embassy in Egypt authenticates public documents issued by its country.
  • The document already carries the domestic signatures that embassy requires.
  • The Egyptian MFA can verify the relevant embassy officer’s current signature and seal.
  • The immigration, labour, university or other final receiver accepts the resulting chain.

Embassy services vary by country and document type. Do not bring an unfinished original to Egypt on the assumption that the issuing country’s embassy in Cairo will complete the missing stages.

When should the Arabic translation be made?

There are three practical translation paths. Choose the path only after checking both the Egyptian mission’s instructions and the final receiver’s requirements.

Possible stages for preparing an Arabic translation
Translation path When it may fit Main risk to check
Translation prepared with the document abroad The Egyptian mission accepts the translator or can authenticate both the original and translation Whether every later endorsement will be included and whether the translation seal can continue through the Egyptian chain
Original legalized abroad, then translated in Egypt The receiver requires an Arabic translation from an institution or provider recognized in Egypt Whether the selected translation seal is acceptable for MFA ratification when ratification of the translation is required
Independent certified translation after legalization The final receiver accepts a professional translation with an accuracy certificate without requiring an MFA-authenticated translation seal A professional certificate does not replace a prescribed government, university or institutional translation route

The counterintuitive lesson is that translation is not always better when ordered earlier. Waiting until the authentication packet is complete can prevent omitted consular labels and stamps. Conversely, if an Egyptian mission requires the original and translation to be presented together, waiting until arrival may be too late.

What is the shared connecting stamp?

The Egyptian MFA’s published authentication procedure says the source document should be authenticated before its translation, the translation should be authenticated through the same competent authority, and there should be a shared stamp between the original and translation: ختم مشترك بين أصل المستند وترجمته.

This is not an ordinary translation-company logo. It is an authentication feature connecting a particular translation to a particular original, so it can affect how the physical packet must be assembled.

  • Do not laminate a document before confirming that later stamps can still be applied.
  • Do not remove ribbons, staples, seals or existing bindings merely to create a cleaner scan.
  • Do not crop margins where a connecting stamp may extend across pages.
  • Provide the translator with every front, back, attachment and authentication page.
  • Keep the page order unchanged during translation, ratification and submission.

The MFA page identifies seals it can authenticate from the Ministry of Justice, the Armed Forces Language Institute, Civil Status for relevant records and public universities. That list answers an MFA authentication question; it does not prove that every immigration, employment or education receiver requires one of those translation routes.

Degrees and employment records need separate checks

A birth certificate and a university degree may appear in the same residence packet while following different upstream routes.

Foreign educational records

Where an Egyptian educational or cultural office exists in the issuing country, foreign degrees and certificates may require its review before Egyptian consular legalization. Equivalency or professional-recognition procedures are separate from document translation and legalization. Confirm whether the receiver needs the diploma only, the transcript as well, or sealed records sent directly by the institution.

Employment letters, experience certificates and contracts

The MFA’s consular instructions identify an additional labour-counsellor stage for employment, experience or continuity-of-work records in countries where an Egyptian labour office exists. Foreign employment contracts may also face labour-authority review in Egypt. Notarizing an employer’s signature does not necessarily complete this route.

Family and civil-status records

Marriage, birth, divorce, death, custody and name-change records should form a coherent identity chain. Give the translator the passport spelling to follow, but do not ask the translator to conceal a genuine discrepancy in the source. For a fuller correction strategy, use the guide to Egypt immigration name transliteration and record consistency.

Egyptian MFA costs and nationwide logistics

The MFA procedure currently publishes a fee of EGP 115 for an ordinary document and EGP 410 for a commercial document. It also states that an original and its translation are charged separately when both are authenticated. These are MFA charges, not the total cost: issuing authorities, foreign ministries, Egyptian missions, translators and couriers may charge separately. Recheck the official page shortly before payment.

There is no single official nationwide completion-time promise covering every foreign document. Opening hours are not the same as turnaround time, and a document with a missing upstream signature can be refused regardless of how early the applicant arrives.

The MFA and Egypt Post have announced a collection-and-return arrangement using a network of more than 4,000 post offices, with the service being introduced progressively. The official MFA announcement about the postal service describes collection, transfer to the competent ratification office and return to the applicant. Before relying on a branch, confirm that it currently accepts the relevant document category, obtain tracking information, ask how rejected originals are returned and allow enough time before any immigration deadline.

Common process failures to prevent

The official authentication rules point to several predictable failure points. These precautions reduce the risk of an avoidable repeat translation, international return shipment or rejected packet:

  • Obtain written confirmation from the competent Egyptian mission before the document leaves its issuing country.
  • Scan the complete packet again after every authentication stage.
  • Check whether later labels and reverse-side stamps must be included in the final Arabic translation.
  • Do not plan a residence filing around an unofficial same-day completion promise.
  • Request an itemized invoice separating translation, courier, consular and MFA charges.
  • Reject claims that a private agent can issue an Egypt Apostille or bypass missing government signatures.

Why Egypt receives documents from many legal systems

CAPMAS recorded 17,357 licensed foreign employees in Egypt’s private and investment sectors in 2023, compared with 13,331 in 2022. The dataset does not measure immigration applications or translation orders, but it illustrates why Egyptian employers and public authorities encounter records originating in different languages, scripts and authentication systems.

The practical consequence is route variation. A Chinese degree, British employment letter, Russian police certificate and French marriage record may all need Arabic translations, but their issuing-country authentication stages will not be identical.

Commercial translation-provider comparison

Egypt has no single public directory proving that one private translation company is accepted for every immigration category. The provider websites below are commercial, self-published service signals—not evidence of Egyptian government approval.

Translation options and the boundaries applicants should verify
Provider Public service information Possible fit Boundary to verify
CertOf Online upload, formatted certified translation, accuracy certificate and translation-related revision support A receiver that accepts an independent professional translation of the complete legalized packet CertOf does not obtain consular or MFA stamps and cannot create the official shared connecting stamp
TransHome Translation Services Advertises document translation and related language services for clients in Cairo Applicants seeking local Arabic translation or physical document handling Confirm the current office, language pair, translation seal and acceptance by the exact receiver
First Translation Services Publishes physical offices in Mohandessin, Heliopolis and Maadi, with branch contact details and opening hours Applicants who want to present a physical packet at a local counter Confirm whether the selected branch and translation seal fit the required MFA or institutional route

Ask any provider which pages it will translate, how names will be rendered, whether every authentication endorsement will be included, what revisions are covered and whether it is offering ordinary professional certification or claiming eligibility for Egyptian MFA ratification. If the receiver wants a paper original, compare its requirements with our guides to electronic versus paper certified translations and mailed certified-translation hard copies.

Official and public support routes

Where to direct authentication, translation and complaint questions
Resource Use it for Do not use it for
Egyptian MFA ratification offices Authenticating an eligible foreign document or translation after the required upstream chain Correcting a foreign record or deciding immigration eligibility
Egypt Post authentication channel Collection and return where a participating branch currently offers the service Egyptian consular legalization abroad or guaranteed urgent completion
Ministry of Justice, Armed Forces Language Institute and public-university translation routes Institutional translations whose seals the MFA identifies as authenticatable in relevant circumstances A universal guarantee of acceptance for every immigration category
Unified Government Complaints System Reporting an Egyptian government-service problem Replacing the proper administrative or legal route for challenging an immigration decision
Egyptian Consumer Protection Agency Complaints concerning paid private translation or intermediary services Complaints about a foreign embassy or the merits of a residence application

Fraud warnings and complaint routes

Warning signs include promises of an Egypt Apostille, guaranteed acceptance by every immigration office, an unofficial payment to skip the issuing-country chain, refusal to provide an itemized receipt, or a claim that a private stamp automatically replaces Egyptian MFA ratification.

For an Egyptian public-service problem, use the Unified Government Complaints System. For a dispute with a private translation company or paid intermediary, the Egyptian Consumer Protection Agency publishes hotline 19588, WhatsApp, online and other complaint channels. Keep the invoice, advertisement, correspondence, delivered files and any written rejection notice.

A consumer complaint cannot change an immigration decision, and an Egyptian complaint channel cannot compel a foreign embassy to legalize a document. Direct each problem to the authority that controls it.

Final document checklist

  • Identify the exact immigration-related receiver and document purpose.
  • Obtain the correct original, official extract or certified copy.
  • Complete document-specific authentication in the issuing country.
  • Confirm the Egyptian embassy or consulate with jurisdiction.
  • Verify that an in-Egypt foreign-embassy route exists before relying on it.
  • Decide when and by whom the Arabic translation must be prepared.
  • Translate every required page, seal, label, annotation and reverse side.
  • Preserve the document’s binding and space for any shared connecting stamp.
  • Match names to the passport while disclosing genuine source discrepancies.
  • Complete Egyptian MFA ratification where required.
  • Keep complete scans, receipts, tracking details and written instructions.

For the general distinction between certification, notarization and document copies, use Certified vs. Notarized Translation rather than purchasing services the Egyptian receiver has not requested.

Frequently asked questions

Does Egypt accept an Apostille on a foreign birth or marriage certificate?

An Apostille alone does not complete the Egypt route because Egypt is not a contracting party to the Apostille Convention. Confirm whether the competent Egyptian mission treats it as acceptable upstream authentication, then complete the Egyptian consular and MFA stages required for the filing.

Should I translate before or after Egyptian consular legalization?

There is no universal answer. If the Egyptian mission will authenticate the original and translation together, the translation may need to be prepared abroad. If the receiver requires a locally recognized Arabic translation, legalize the original first and translate the finalized packet through the prescribed route. No required authentication page should be omitted.

What is the Egyptian MFA connecting stamp?

It is a shared authentication stamp linking a source document to its translation. It is not the translator’s ordinary company seal. Do not laminate, detach or crop the packet before confirming how that connection will be made.

Must both the original and Arabic translation be ratified?

The MFA publishes a procedure for authenticating both and charges separately when both enter its ratification chain. Some receivers may accept an authenticated original with an independent professional translation. Confirm the precise filing rule instead of automatically ratifying—or omitting ratification of—the translation.

Can my country’s embassy in Egypt legalize the document instead?

Possibly. The MFA procedure recognizes a foreign-embassy route, but it works only if that embassy offers the service, accepts the document’s upstream authentication and uses a signature recognized by the Egyptian MFA. The final receiver must also accept the resulting chain.

Can I translate my own document?

Do not assume self-translation will be accepted. It may lack a professional or institutional certification that the receiver requires and ordinarily cannot supply an official seal for MFA authentication. Ask whether the applicant or a relative is excluded and what certification or institutional route is required.

Are degrees and employment letters processed like civil certificates?

Not always. Foreign academic records may require an Egyptian educational or cultural-office stage, while employment and experience records may require labour-office review. Confirm these branches before beginning ordinary consular legalization.

How much does Egyptian MFA ratification cost?

The currently published MFA baseline is EGP 115 for an ordinary document and EGP 410 for a commercial document. An original and translation are charged separately when both are authenticated. Recheck the official procedure before payment because fees can change.

Can CertOf obtain the Egyptian MFA stamp?

No. CertOf provides document translation, certification, formatting and translation-related revisions. It does not issue Apostilles, perform consular legalization, obtain Egyptian MFA stamps, arrange residence appointments or provide legal representation.

Prepare the translation after confirming the route

If the receiving authority accepts an independent professional certified translation, upload the complete finalized document to CertOf. Include the certificate, every reverse side, Apostille or authentication page, Egyptian consular label, visible seal and the passport spelling to follow.

CertOf can prepare a structured translation and Certificate of Translation Accuracy and assist with translation-related revisions. If the receiver instead requires a Ministry of Justice, military-language, public-university or other prescribed institutional seal, follow that route. Translation supports the authentication chain; it does not replace it.
