The difference between a UNHCR card vs Indian visa is easy to miss and potentially serious. The counterintuitive point is that two documents can both be genuine and current while answering completely different questions. A current refugee card answers a UNHCR protection question. A visa, LTV, Stay Visa or residence record answers an Indian immigration-administration question.

Why UNHCR Documentation Does Not Automatically Regularize Your Stay

UNHCR India describes registration as an important protection step and explains that its documents may be the only identity evidence some people possess. It nevertheless states that UNHCR-issued documents do not replace Indian visas. UNHCR may advocate with Indian authorities concerning residence documents or Stay Visas, but regularization remains a separate government decision.

India’s current national framework is the Immigration and Foreigners Act, 2025 and its accompanying rules, orders and exemption instruments. The framework took effect on 1 September 2025 and governs matters including travel documents, visas, registration and the regulation of foreigners. Current instruments should be checked through the Ministry of Home Affairs Foreigners Division, rather than through old summaries of repealed legislation.

A UNHCR LTV support letter can be relevant supporting material, but it is not an LTV approval. The competent Indian authority still decides whether a government stay document will be issued and on what conditions. Do not describe a support letter, application receipt or pending portal status as an approved visa.

Four Common Status Combinations

1. Your UNHCR card and Indian visa or LTV are both valid

Keep copies of both, record their separate expiry dates and retain the passport pages, entry stamp, RC/RP and e-FRRO correspondence connected to the government status. When dealing with police or another authority, UNHCR advises carrying the original valid UNHCR document together with the passport and any government-issued visa, LTV or residence permit.

2. Your UNHCR card is valid but your Indian visa has expired

Do not assume the UNHCR expiry date extends the visa. Preserve the expired visa, entry record, UNHCR card, any LTV support letter and every e-FRRO submission or response. Contact UNHCR’s legal partner or a qualified lawyer promptly, particularly if you have received a police notice, Leave India Notice, detention warning or departure instruction.

This is a legal-status problem first and a translation problem second. Translation may be needed for a notice, court paper, passport-loss report or supporting evidence, but translating it does not cure the underlying immigration problem.

3. Your UNHCR registration is pending and your visa is close to expiry

UNHCR registration and an Indian visa request should be treated as separate tasks. UNHCR’s current registration guidance says that, because of high demand, a response to a new registration request takes at least one month on average. It also explains that most registration interviews are conducted at the New Delhi registration centre or the MARI registration centre in Hyderabad. That waiting period is not a government visa extension. Seek case-specific legal guidance before the visa expires rather than waiting for a UNHCR appointment to resolve the Indian immigration file.

4. You are preparing to leave India

Having a third-country visa, resettlement communication or UNHCR refugee card does not by itself settle Indian departure requirements. If you may have overstayed, lack a current government stay document or have been told to obtain an Exit Permit, resolve the e-FRRO or FRRO/FRO process before relying on an airline ticket.

UNHCR states that it advocates for Exit Permits and waiver of overstay penalties for refugees and asylum seekers leaving through resettlement or complementary pathways. That advocacy is not a promise that every permit or waiver is automatic. Obtain the actual government decision for your case.

e-FRRO and UNHCR My Services Are Not the Same Portal

UNHCR My Services manages specified UNHCR functions such as viewing case information, updating contact details, adding eligible family members and managing certain appointments. It does not issue an Indian visa or Exit Permit.

e-FRRO is the Government of India’s centralized portal for foreigner registration and visa-related services. Its official instructions describe the system as faceless, cashless and paperless: applicants normally create an account, upload the required documents, receive requests or payment instructions electronically, track the application online and download an approved RC/RP or other result. Treat a submission to each system as a separate event. Do not assume that uploading a UNHCR card to e-FRRO updates the UNHCR case, or that updating an address in My Services completes a government registration obligation.

A Practical Document-Control Path

  1. Inventory every status document. List the issuer, document number, issue date and expiry date for the passport, visa, UNHCR card, Stay Visa/LTV, RC/RP and Exit Permit.
  2. Separate protection records from immigration records. Keep one folder for UNHCR documents and another for Indian government records, while retaining cross-references such as an LTV support letter.
  3. Save the complete e-FRRO trail. Preserve the application ID, submitted scans, clarification requests, payment notice, receipt and final grant or rejection. The portal warns that duplicate applications can delay clearance.
  4. Check identity consistency. Compare names, dates of birth, nationality, family relationships and passport numbers across every record. Translation must not silently change a spelling merely to make documents appear consistent.
  5. Translate for a defined recipient. Ask whether the document is for UNHCR, e-FRRO, police, a lawyer, an Indian court or a third-country authority. Each audience may need a different language or certification format.
  6. Escalate legal danger immediately. If there is detention, removal, a Leave India Notice, alleged document fraud or an imminent deadline, contact legal assistance before spending time on routine formatting.

Wait Time, Cost and Scheduling Reality

There is no reliable nationwide number of days for an LTV, Stay Visa, overstay review or Exit Permit. A file may require identity checks, security review, clarification of entry history or consideration of other proceedings. Anyone promising guaranteed approval in a fixed number of days is making a claim that the official systems do not support.

e-FRRO fees are service- and case-dependent. The official workflow says the applicant is informed electronically of any fee after scrutiny and pays through the portal. Keep government fees, possible penalties, legal fees and translation charges separate when comparing costs.

Routine e-FRRO processing is electronic rather than a mailing workflow. Approved RC/RP records may be emailed or downloaded. Keep full-resolution scans before submitting irreplaceable records, and do not create multiple applications after receiving an application ID. An in-person visit should be based on an official request or a genuine emergency, not an agent’s promise of special access.

Where English or Certified Translation Fits

Neither UNHCR’s public registration guidance nor e-FRRO’s general instructions creates a universal rule that every foreign-language document must carry the same commercial certified translation. The useful question is narrower: can the actual decision-maker accurately understand the document, and has that office requested a particular format?

A complete, traceable English translation can be valuable for:

  • police reports, arrest papers, court judgments and official notices;
  • medical records supporting injury, trauma or treatment history;
  • birth, marriage, divorce, custody and death records;
  • threatening letters, emails, social-media posts and message screenshots;
  • passport-loss reports and identity records;
  • documents a lawyer needs for urgent advice or litigation.

For important evidence, the translation should cover visible text, seals, stamps, handwritten notes, marginal annotations and reverse pages. It should identify unreadable content rather than guess. A certification statement can record the translator’s competence and the completeness and accuracy of the translation, but it does not authenticate the source document or determine whether the evidence is legally sufficient.

Interview interpretation is different. UNHCR allows an applicant to request an interviewer or interpreter of a particular sex during registration. An interpreter supports spoken communication; that does not automatically create written translations of an evidence file.

  • Using the UNHCR card expiry date as the visa expiry date. The documents are issued by different bodies and measure different things.
  • Calling a pending application an approval. An e-FRRO acknowledgement proves submission, not necessarily a grant.
  • Submitting duplicate e-FRRO applications. The official portal warns that duplicates delay clearance because each application must be examined.
  • Buying a ticket before resolving departure permission. A third-country visa does not replace Indian exit controls.
  • Changing a name in translation without disclosure. A translator should preserve the source and, where appropriate, provide a note or requested transliteration rather than rewrite identity evidence.
  • Paying for a supposedly faster UNHCR card. UNHCR registration, refugee-status procedures and partner services are free.
