Luxembourg student visa document translation starts with an important correction: for most third-country students, the first application is not the visa. You must normally obtain a temporary authorisation to stay from outside Luxembourg, apply for a type D visa only if your nationality requires one, and then complete several residence steps after arrival.

The translation rule is equally specific. Documents in German, French or English ordinarily do not need translation for this student immigration procedure. Documents in another language must be accompanied by an official translation from a sworn translator. The familiar English phrase certified translation is useful for searching, but it does not by itself describe the professional status Luxembourg requires.

Who This Guide Is For

This guide is for non-EU, non-EEA and non-Swiss nationals applying from abroad to begin a full-time Bachelor’s, Master’s, PhD, BTS or other approved higher-education programme anywhere in Luxembourg. It is especially useful if your file combines a foreign police certificate, admission letter, six months of bank records, parental sponsorship evidence, scholarship or student-loan documents, health insurance and, for a minor, parental authorisation. Source documents may be in Chinese, Arabic, Russian, Ukrainian, Turkish, Portuguese, Spanish, Persian, Hindi, Urdu or another language outside the German-French-English acceptance group. Luxembourg does not publish an official ranking of student-visa translation language pairs, so these examples are not a market ranking.

The guide also addresses a common local predicament: you have been admitted to a programme associated with Belval or another University of Luxembourg site, but you do not yet know which commune contains your accommodation. That detail becomes important immediately after arrival.

This is not the procedure for EU, EEA or Swiss students, short courses of 90 days or less, intra-EU student mobility, residence-permit renewal, family reunification or a post-study change of status.

Why Multilingual Document Checks Matter in Luxembourg

The University of Luxembourg recorded 8,560 student registrations and 148 student nationalities in 2025. Those figures do not reveal the most frequently translated languages or the number of student residence applications. They do show why Luxembourg institutions receive documents produced under many different civil-record, banking and education systems.

This diversity affects document preparation in two practical ways: names may be transliterated differently across passports and academic records, and applicants may need a sworn translator for a less widely available language direction. Check name consistency and translator availability before the final bank statement or police certificate arrives.

The Luxembourg Student Immigration Path

Luxembourg’s core rules are national. The meaningful local variation begins after arrival, when accommodation determines the competent commune and access to practical support.

  1. Obtain admission. You need evidence of full-time enrolment or admission to an eligible Luxembourg higher-education establishment.
  2. Apply from abroad for a temporary authorisation to stay. Submit the application to the General Department of Immigration or through a Luxembourg diplomatic or consular representation, or a mission representing Luxembourg.
  3. Wait for approval before travelling. The official procedure says an initial application made from inside Luxembourg is inadmissible.
  4. Apply for a type D visa if required. Where Luxembourg has no relevant representation, a Belgian embassy or consulate representing Luxembourg may handle the long-stay visa. Verify the competent post for your country rather than copying another applicant’s consular checklist.
  5. Enter during the authorisation’s validity. An approved temporary authorisation is valid for 90 days.
  6. Report your arrival to your residence commune within three days.
  7. Complete the foreigner medical examination and tuberculosis screening.
  8. Apply for the student residence permit within three months of arrival.

Documents for the Temporary Authorisation to Stay

Build the pre-entry application as a traceable packet rather than a folder of unrelated scans. The official list includes:

  • a complete copy of the valid passport;
  • a copy of another EU Member State residence permit, where applicable;
  • a criminal-record extract or an applicable affidavit from the country of residence;
  • proof of admission to full-time higher education in Luxembourg;
  • proof of sufficient resources for living expenses and return travel;
  • parental authorisation if the student is under 18;
  • health insurance covering illness in Luxembourg; and
  • a power of attorney where another person is authorised to act.

Except for the passport, for which a plain copy is accepted, supporting documents must generally be originals or certified true copies. Keep that rule separate from translation: a certified copy confirms the copy’s relationship to the original, while a sworn translation addresses the language of the document. The French formulation is traduction conforme par un traducteur assermenté. A generic certificate of accuracy used for a US or UK filing is not automatically equivalent. Applicants can search the current Ministry of Justice lists of sworn experts, translators and interpreters by language.

The safest verifiable route is to use a translator whose current status and language pair appear in the official register. The published student guidance does not provide a comprehensive acceptance rule covering every foreign or other-EU sworn translator. If you plan to use one, obtain confirmation from the receiving authority or competent diplomatic post before paying.

Self-translation, a bilingual friend’s translation or machine output does not provide the independent sworn status requested by the official rule. Translator status, rather than bilingual ability alone, is the decisive procedural issue.

Proof of Funds: The Part That Deserves Early Attention

Luxembourg ties the student resource requirement to at least 80% of the current social inclusion income, known as REVIS. Because the underlying social parameters can change, use the current official social-parameters page rather than relying on an old euro figure from a forum.

The official student route recognises several evidence structures:

  • an original scholarship or student-loan certificate stating the amount and duration;
  • an original bank certificate and the previous six months of statements showing sufficient funds in the student’s account;
  • where parents provide support, bank evidence demonstrating their resources and ability to cover at least 12 months of living, medical and study costs plus return travel; or
  • a financial undertaking in the prescribed form from a Luxembourg national or a person legally resident in Luxembourg.

A balance-only screenshot may therefore fail to explain the required period, account ownership or source of support. If statements need translation, preserve the account holder, currency, opening and closing balances, dates and transaction descriptions. Apostille and Legalisation: Do Not Apply a Blanket Rule

For the temporary-authorisation application, Luxembourg’s national guidance does not say that every foreign document must automatically receive an apostille. It says that if authenticity is in doubt, the minister may ask for authentication by the competent local authority and legalisation by an embassy, or an apostille under the Hague system.

That distinction can prevent unnecessary work, but it is not permission to ignore a country-specific consular checklist. A diplomatic post handling the later type D visa may request additional formalities. Confirm the requirement for the issuing country and document type before deciding whether authentication should occur before translation.

Timing, Cost and Mailing Reality

The Ministry normally responds within 60 days after receiving a complete temporary-authorisation application. If it asks for additional information, the decision period is suspended until the missing material arrives. Failure to answer within the stated period can result in rejection.

That makes the practical schedule different from simply counting 60 calendar days:

  • request the police certificate and bank evidence early;
  • check sworn-translator availability before the final document arrives;
  • allow time to obtain originals or certified true copies;
  • use a delivery method that provides evidence of dispatch;
  • keep a complete digital copy of everything sent; and
  • leave room between the immigration decision and the university’s final enrolment deadline.

Once approved, the temporary authorisation is sent by post and remains valid for 90 days. During that window, obtain the type D visa if required and enter Luxembourg. The current initial residence-permit fee is EUR 80. After the application and biometric steps, the card is collected personally by appointment.

Translation prices and turnaround times are not set by the government. They vary by language pair, page count, handwriting, translator status and paper-delivery requirements. Obtain a written scope stating who will sign the translation, whether every page and stamp is included, which delivery format will be supplied and how corrections are handled.

After Arrival: Your Commune Matters More Than Your Campus

Within three days of arrival, report to the administration of the commune where you actually live. Bring the travel document, the original temporary authorisation and available proof of address, such as a rental agreement.

This is where the Luxembourg City label can cause real trouble. A programme or campus associated with Belval does not establish that your home is in Luxembourg City—or identify the residence commune by itself. The University of Luxembourg tells incoming non-EU students to ask its Accommodation Office which commune contains their residence. Its arrival guidance also confirms the three-day declaration, medical check and residence-permit sequence.

If your address is inside Luxembourg City, the relevant public counter is the Ville de Luxembourg Bierger-Center at 44, place Guillaume II / 2, rue Notre-Dame, L-2090 Luxembourg. Its published hours are Monday to Friday, 08:00–17:00, and its telephone number is +352 4796-2200. Check the Bierger-Center page before attending. Students living elsewhere must use their own commune administration.

After the declaration, complete the medical examination with an authorised Luxembourg doctor and the required tuberculosis screening. The official medical-check procedure explains that the Health Inspection sends the final certificate to the immigration authority. Residence-permit processing cannot be completed until that certificate has been received.

Apply for the residence permit within three months of arrival through MyGuichet.lu or by post, using the final enrolment certificate, passport copy, declaration of arrival and fee evidence.

Questions about paper or electronic format should be resolved with the receiving office or signer before delivery. A paper copy may be appropriate where an original stamp is required, but paper is not automatically more acceptable than a complete electronic file.

If the Ministry requests additional evidence, reply within the stated period and preserve the request, your response and proof of delivery. If a decision or delay remains disputed, first ask the responsible administration in writing to explain, clarify or change its position.

The Luxembourg Ombudsman can consider qualifying disputes with state administrations, communes and public institutions after that preliminary contact. The service is free, but filing with the Ombudsman does not stop another appeal deadline. Review the official Ombudsman procedure and act promptly on any formal refusal notice. Legal advice may be appropriate where a tribunal deadline is running.

A complaint about the quality, delivery or billing of a private translation service should first be made directly to the provider in writing. Preserve the quotation, order terms, source files, delivered translation, correction requests and payment record before considering an applicable consumer-dispute route.

For fraud prevention, verify the individual signer rather than relying on phrases such as official-quality, embassy accepted or guaranteed visa approval. A legitimate provider should state the translator’s status, language pair, delivery format, revision process and whether the entire source document will be translated. No translator can guarantee an immigration decision.
