Which Turkish Complaint Route Should You Use?

TBB Individual Customer Arbitration Panel

The Türkiye Bankalar Birliği Bireysel Müşteri Hakem Heyeti covers eligible disputes between individual customers and TBB member banks. It is intended for natural persons and non-commercial banking matters, not corporate or business-purpose financing.

You must first complain to the bank and preserve its response or confirmation that the complaint was received. According to the official TBB application rules, the ordinary bank response period is 30 days, with a possible 10-day extension where properly notified. If the bank responds and the dispute remains unresolved, the TBB application must generally arrive within 60 days of the response. If no response arrives, the borrower waits for the response period to expire and then has a 60-day application window. The disputed event cannot be more than two years old.

TBB applications are free and are not accepted as walk-ins. Submission options include e-Devlet and the official form routes described by TBB. The TBB electronic application guidance currently limits a submission to five files of no more than 1 MB each. It also warns that an application cannot be edited or supplemented through the portal after final submission. TBB states that panels normally decide accepted cases within 90 days. For 2026, the official TBB FAQ states that banks are bound by panel decisions up to 51,158 TL, subject to judicial review. This amount is adjusted annually, so recheck it before relying on the threshold.

TKBB for participation banks

The Bankacılık Düzenleme ve Denetleme Kurumu is Turkey’s banking regulator. Its E-Şikayet system receives complaints concerning banks and other supervised financial institutions. A separate consumer route may be appropriate when the dispute has a defined monetary value, such as a documented duplicate service charge. Under the Ministry of Trade’s 2026 guidance, disputes below 186,000 TL must be brought to an İl or İlçe Tüketici Hakem Heyeti. Disputes at or above that amount proceed through mandatory mediation and then the consumer court; where no consumer court exists, the competent civil court acts in that capacity.

Do not file the same matter everywhere without checking the consequences. TBB says matters already taken to a Consumer Arbitration Committee or court are not considered by its panel. Warning Signs That Require a Written Record

Move the conversation into a durable written channel when the branch repeatedly uses only eksik evrak, changes from a general translation request to yeminli or notary-approved translation after submission, requests an identical file without identifying a version problem, or describes a credit refusal as a translation issue without naming any defect.

These warning signs do not by themselves prove misconduct. They show that the file needs a dated receipt, an itemized written answer and clear version control. Record what was requested, what was supplied, who received it and what remedy you are asking for.

Fraud and Privacy Risks

TBB’s arbitration service is free, so be cautious if someone claims that payment is required to unlock or accelerate an application. Use official domains and access the BDDK portal through its official E-Şikayet page rather than a link sent by an unsolicited caller or message.

Do not disclose online-banking credentials, passwords, one-time codes or unnecessary identity records to a translator, broker or person claiming to represent a regulator. Do not install remote-access software to obtain help with a complaint. A legitimate document review may require the relevant statement or rejection notice, but it does not require control of your bank account.
